Reporting to the Associate Vice Chancellor for Finance and Treasurer, the Assistant Treasurer is responsible for the management of treasury operations for the university including working with commercial and investment banks, cash management, debt management, and debt rating agencies. This position also leads the analysis and establishment of policies and procedures needed to carry out all treasury functions effectively.

Primary Duties and Responsibilities:

  • Evaluate and recommend debt strategies, structure and policies to support the University’s capital plans and long term debt financing to the Treasurer and Vice Chancellor for Finance & Chief Financial Officer (CFO). 
  • Supervise the operation of the Internal Lending program for the University, including external bond fund proceeds, recycled proceeds and TIP (Treasurer Investment Pool).  Initiate the setting and carrying out of internal loan policy.  Manage the internal loan portfolio on an ongoing basis to insure payment in terms with the loan agreements and to evaluate the overall portfolio and portfolio characteristics versus the University’s lending and borrowing needs. Provide annual update to University Finance Committee (UFC).
  • Assist Treasurer in issuing new debt (including refunding debt). Maintains a working relationship with bank underwriters, rating agencies, bond counsel and underwriters counsel. Thorough understanding of rating agency (Moody’s and Standard & Poor’s) objectives and requirements in evaluating the University’s credit metrics. 
  • Coordinates preparation of materials presented for annual review of University’s debt with the UFC, a subcommittee of the Board of Trustees, and Washington University Investment Management (WUIMC) Board with Treasurer, Financial Planning and WUIMC staff.   
  • Manage the University’s lines of credit including both initiating and negotiating new lines and renewing lines. 
  • Manages the University’s energy hedging program and attends hedge committee meetings.
  • Assist Treasurer with managing the University’s bond compliance program.
  • Provide and interpret information about capital markets concepts and functions to other treasury management/University personnel.
  • Direct the analysis of cash management and recommend policy based on outcomes of analysis to the Treasurer. 
  • Supervise day-to-day cash management and banking services provided to the University. 
  • Ascertain the University’s and schools’ commercial banking needs, evaluate banks’ services and prices, negotiate prices, establish and monitor service levels.  Consult with department’s and schools to affect the most efficient flow of funds.
  • Collaborate with Treasurer and WUIM staff to evaluate liquidity needs of the University.
  • Prepare face-to-face meetings with new, credit worthy financial institutions to introduce the financial institution to the University and its senior financial management.
  • Meet with bankers to evaluate products and capacity to provide service, quality, and price.  Work with Treasurer to negotiate and engage in agreements as appropriate.
  • Maintain ongoing communications with existing bank vendors including the University’s on-campus bank branch.
  • Provides oversight and analysis to the Treasurer related to Tier I and Tier II investment managers.

Minimum qualifications:

  • Qualified candidates will possess an M.B.A. or similar degree, plus 7-10 years of experience in treasury operations or corporate financial management and planning. University experience and CTP, CFA credentials are preferred.

  • Aptitude to understand broad strategic issues as well as tactical departmental issues through understanding financial instruments and capital markets;
  • Capital structure including derivative instruments and measurement of debt capacity;
  • Cash flow analysis, documentation relating to cash management and debt instruments;
  • Understanding of cash collection and concentration techniques, disbursement practices, electronic funds transfer systems, liquidity, credit risks, identify problem issues and bring them to the attention of senior management;
  • Ability to find solutions to problems and bring them to resolution is essential;
  • Excellent planning, management, and strong organizational skills, excellent interpersonal skills, oral and written communication skills;
  • Ability to work with all levels of management;
  • Requires strong oral and written communications skills;
  • Ability to communicate with professionals in other related fields;
  • Ability to establish harmonious professional relationships.
