Job Summary:

The University of San Francisco (USF) is seeking a Program Manager with experience managing portfolio of projects, as programs, which in aggregate achieve an overarching set of objectives. This role is responsible for managing all phases of a program from developing the business case and budget, aligning projects into programs, overseeing the successful planning through delivery of the projects, optimizing the processes and tools supporting the programs, and providing program level reviews. The Program Manager will be responsible for program budgets, scope, schedule, resources, quality and risk. The role is also responsible for assisting the Director of PMO in auditing projects, onboarding and training PMO staff and contractors and maintaining the PMO tools and methodology. The Program Manager will be expected to manage projects and will have direct responsibility for managing ITS business analysts, contract project managers and business analysts.

Job Responsibilities:

Program Management Responsibilities:
• Partner with academic and administrative stakeholders to develop and present business plans, documenting ROI for proposed programs to executive sponsors.
• Develop Total Cost of Ownership (TCO) budgets incorporating full time equivalent, contractor and professional service providers level of efforts.
• Develop program scope and schedule, factoring in resource needs and availability.
• Support Director PMO, Director of Applications and the Senior Director of Finance and Administration to submit capital funding requests.
• Assist Director PMO with identifying and assigning business analysts and project managers to program projects and establish standing program reviews.
• Actively manage all aspects of funded programs including, planning, scope, issue and risk management, communications, change management and budget.
• Facilitate program level status reviews with ITS leadership and executive sponsors.
• Ensure successful delivery of programs by managing escalations, and providing direction and leadership to project managers and external vendors.
• Capture lessons learned for continuous program management improvement.

Project Management Responsibilities:

• Directly manage projects as assigned by Director PMO.
• Actively manage all aspects of assigned projects including, planning, scope, issue and risk management, communications, change management and budget.
• Lead and successfully deliver all phases of projects, from Project Charter, RFI/RFP, and planning through transition to operations.
• Provide project status reviews with ITS leadership and executive sponsors.
• Capture lessons learned for continuous project management improvement.

Other Duties:

• Assist Director PMO with onboarding and training PMO staff and contractors.
• Contribute to maintaining and continual improvement of PMO processes, website, tools and methodologies.
• Directly manage PMO business analysts, contract project managers and business analysts.
• Identify and develop trusted advisor relationship with project and program stakeholders, sponsors and university stakeholders.
• Seek out opportunities to collaborate with other higher education institutions on strategic project and program management initiatives.
• Actively involved with Association of Jesuit Colleges and Universities Project Management committee.
• Coach, mentor, motivate and supervise project and program team.
• Deliver appropriate and effective executive level communication.
• Reflect and communicate USF PMO standards and best practices within the university and outside the university across higher education peers and external stakeholders, vendors and consultants.
• Provide project and program management best practices training to USF resources, as requested.
• Collaborate with technical area managers in the supervision of project and program personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak performance.
• Continuous professional development in order to keep abreast of emerging technologies, methods and best practices.
• Extensive understanding of project and program management principles, methods and techniques.
• Supervise and mentor internal PMO student workers.
• Other duties as assigned.


Position reports to the Director of PMO

Minimum Requirements:

• Bachelor’s Degree in the field of business management, information systems, and/or project management. Experience can substitute for field of study.
• Minimum three years direct work experience in a program management capacity.
• Minimum seven years direct work experience in a project management capacity.
• Demonstrated leadership capabilities.
• Experience managing enterprise wide, complex projects and programs; ability to organize and prioritize multiple projects and project tasks and oversee large programs.
• Demonstrated project and program management skills and experience with various project management methodologies and tools.
• Experience negotiating vendor contracts.
• Experience drafting and submitting budget proposals, and recommending subsequent budget changes where necessary.
• Experience successfully leading projects and programs to on-time, on-schedule, within budget close.
• Experience leading, motivating and managing various project and program team sizes, including internal and external resources, while holding team accountable for performance.
• Experience presenting to executive sponsors and demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management.
• Experience influencing and gaining buy-in from executive sponsors and stakeholders.
• Understanding business process reengineering frameworks and methods.
• Team-building skills with technical and non-technical staff.
• Experience at working both independently and in a team-oriented, collaborative environment.
• Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
• Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio), Microsoft Projects, ServiceNow, Basecamp.
• Adept at conducting research into project-related issues and products.
• Must be able to learn, understand, and apply new technologies.
• Supportive of a diverse and inclusive work environment.
