Job Summary
Under general supervision of the AVP, the Director will provide oversight, direction, and leadership for both small and large renovations projects and construction activities for NJCU.  Working with the AVP, the Director will plan campus development and oversee all construction activities.  The Director will also assure that all staff assigned to the Director complies with all University policies and procedures.  In addition, the Director will manage the Project Managers, and support staff as assigned to the Director by the AVP to achieve superior operational efficiency and effectiveness.  The Director will promote teamwork, superior customer service, and manage to achieve the University’s Mission, Strategic Plan, Facilities Master Plan, and standards of professionalism and provide operational guidance to staff as it relates to these matters.  The Director will act with the authority of the AVP, in his or her absence.


The Director will work with the FCM team, campus community, outside Architects and Engineers (A/E), and construction contractors to achieve the goals of the Facilities Master Plan.  For each project, the Director will determine the scope of the project, and oversee the Project Team on the development of plans, specifications, and bid documents.  The Director will also review these documents to assure compliance with building codes and oversee the plan review process and sustainable practices.  Likewise, the Director will work with the Project Team to keep the project on schedule and within budget.

The Director will manage the capital construction program by developing and updating goals, policies and procedures, which are consistent with industry standards and the University’s Strategic Plan.  The Director will also be required to fully manage campus planning activities and develop standards for planning documents and reports.  Likewise, the Director will develop policies and procedures to promote efficiency, compliance and green/sustainable practices.  

The Director will recommend, monitor and, as approved, revise project budgets.   The Director will also be required to effectively use PeopleSoft to monitor budgets and accounts, generate reports, and engage in general administrative requirements.  In addition, the Director will prepare monthly project status reports to the AVP and other management reports upon request and maintain essential documents, records, and files.

The Director will establish and maintain communication and cooperative working relationships with college administrators, faculty, staff, students, government and private agencies and/or the public in order to accomplish the objectives of the University.  Moreover, the Director will notify and consult with the AVP of Facilities and Construction Management to resolve problems or policy concerns.

The candidate should possess the following:

  • Bachelor’s degree in Engineering, Construction Management, Business Management or related field is required.
  • A minimum of 4 years experience in facility management is required, preferably within a University or other campus setting. Demonstrated ability to create and manage a successful project budget and schedule. Ability to effectively communicate utilizing interpersonal skills to maintain effective relationships with other departments, staff, faculty, students and public as required. Working knowledge of OSHA, EPA, and NJDEP regulations as they relate to the areas of responsibility. Availability and willingness to work non-standard work hours to facilitate the successful outcome of projects and repairs as required to maintain campus operations including weekends and evenings. Skills in the area of budgeting, financial and personnel administration in a union environment preferred. Demonstrated general management and organization skills required to administer a department and cope with several tasks simultaneously. Computer literate in Windows environment including MS Office is required.
