Position Summary:

The Laboratory for Atmospheric and Space Physics LASP develops, designs, and builds instruments and spacecraft for space-based observations of the Sun, Earth, and planets. LASP has built instruments and participated in missions to every planet in the solar system.

We are seeking a dynamic financial professional to further LASP's science mission by providing coordination and support to individual programs as well as to aid LASP faculty in managing sponsored research programs.

Position Overview

This is an advanced level of professional financial analyst work with emphasis on Earned Value Management System EVMS implementation and compliance requirements. Duties include research, selection, and compilation of financial data from multiple sources, such as production, accounting, vendors and subsequent analysis of that data to produce business information used to support decisions. Data are often difficult to obtain and may be diluted with unnecessary data points. Identifies questionable data and may then direct others in verifying the accuracy of data. Work assignments are of the greatest difficulty and largest financial impact. Provides work leadership and direction to other professional and clerical staff with respect to project approach and identification of project tasks. Decisions may impact the effectiveness and efficiency of administrative and business processes.

Job Duties

• Performs work of varied and considerable difficulty requiring advanced data collection, analysis, forecasting, and compiling and writing reports.

• Functions as the Financial Program Analyst for multi-year projects from proposal/pre-award management, through project execution and project closeout. This includes working closely with Engineering Management, Principal Investigators and other project stakeholders to provide financial data analysis, track costs and to advise on financial matters.

• Ability to assess EVMS project/contractual reporting requirements, develop tailored yet compliant EVMS implementations specific to an individual project and or programs starting with the proposal phase and initiating with receipt of award.

• Partner and collaborate with Project/Program Managers unfamiliar with EVMS, develop a compliant EVMS strategy and plan to ensure EVM reporting meets sponsor's requirements.

• Capability to tailor internal EVMS process and reporting requirements that align with sponsor needs.

• Assist in developing both the project Work Breakdown Structure WBS and Cost Breakdown Structure CBS with project team.

• Participate in the development of estimates including appropriate controls consistent with project estimate and WBS / CBS.

• Assist in developing bid documents and actively monitor bid process through the award of contracts.

• Participate in development of project execution plans PEP and project controls procedures PCP.

• Monitor costs for entire scope and lifecycle of projects.

• Collect and compile progress and cost data.

• Review financial data related to accruals, invoice payments, purchase orders and material deliveries and other financial data.

• Address issues pertaining to project cost control procedures.

• Oversight of program Earned Value Management Systems EVMS for tracking program compliance, schedule and cost performance.

• Responsible for preparing, analyzing and reviewing program performance measurement and cost variances.

• Provide cost control and financial support for program/project.

• Prepare monthly forecast program financials including orders, sales, and cash flow for both booked and potential programs.

• Supports customer audits and reviews. Communicates with sponsor on a regular basis regarding EVMS assessments.

• Generate and analyze quarterly program Estimates at Complete EACs and ensuring revenue recognition in accordance with Generally Accepted Accounting Principles GAAP & University policies.

• Work independently to identify solutions and provide strategic direction in a dynamic ambiguous & recognition in accordance with Generally Accepted Accounting Principles GAAP & University policies.

• Be the EVMS "go to" person for the Financial Management team.

• May submit proposals to sponsors on behalf of LASP as an Authorized Organizational Representative.

• Prepare management financial reports, including NASA 533's and Earned Value reports when required; respond to other special reporting requirements; approve transactions for compliance with funding agency, CU, and LASP requirements.

• Interacts frequently with program management, agency customers, and lab executives requiring a high level of communication skills to plan, negotiate, and coordinate financial position, investments, and similar issues.

• Develop, interpret, and/or evaluate compliance with policies and procedures.

• Provide peer assistance in specialty area or serve as a leader for a team or small work unit.

Other duties as assigned to facilitate continuity within research programs at LASP.


Required Qualifications

• Bachelor's degree in business or equivalent, with 7+ years of experience or a master's in business administration and 5+ years of experience.

• Experience with US government cost-reimbursement contracts and Federal Acquisition Regulations FAR.

• Experience in implementing Earned Value Management Systems EVMS and baseline development.

• Thorough knowledge and application of accounting principles, Earned Value Management, scheduling, proposal process, government financial reporting with general knowledge of government contracts and procurement regulations.

• Understands the federal, state, and university guiding principles.

• Demonstrated ability to research, investigate, analyze, reconcile, and evaluate data.

• Able to generate financial statement reports for internal and external customers.

• Effective decision-making and accurate analysis of program use of time, money, and resources.

• Proficiency including MS Excel, Word, PowerPoint and Outlook

• Experience with Deltek Costpoint and/or Cobra.

• Strong organizational skills with the ability to multi-task while under pressure.
