Position Summary

The MSU Youth Programs Registration, Safety Assurance and Education Program Officer will lead, oversee, and coordinate activities related to youth programs at Michigan State University.  The incumbent will be responsible for administration and compliance of MSU Youth Programs with the CONDUCTING UNIVERSITY YOUTH PROGRAMS: MINIMUM OPERATIONALREQUIREMENTS policy.  Duties will include:



  • Plan and implement an MSU Youth Programs Advisory Board to provide on-going input and feedback to the MSU Youth Programs Registration and Safety Assurance Program Director;

  • Develop ethics policies, codes of conduct, value statements and related materials for on-going review and assessment;

  • Develop and maintain on-going communications with key stakeholders and the MSU community, including development of a youth programs website as well as a listserv for MSU youth program directors;

  • Work with relevant stakeholders to create communications and educational resources related to youth programming compliance and best practices.

  • Represent MSU Youth Programs to external constituencies including the Youth Protection Network in Higher Education.



  • Provide consultation across campus to assist youth program directors with the development of programs that meet (and exceed) the university’s minimum standards for the operation of youth programs;

  • Act as an internal consultant to program directors with regard to review of program policies and procedures;

  • Develop orientation for new youth program directors and training and interventions on topics relevant to the protection of minors, primarily for MSU youth programs directors and their employees and volunteers;

  • Develop required/mandatory training materials, templates and standards and on-going tracking mechanisms for youth programs. 

  • Plan, implement and participate in a network of MSU Youth Program Coordinators that bridge all types of MSU Youth Programs, including MSU Extension, Health Clinics, and Units that are open to the public but which serve youth for purposes of collaboration, training, and sharing best practices. 



  • Develop, disseminate, and implement certification criteria for current and proposed MSU sponsored youth programs (on-campus and off-campus, excluding MSU extension programs);

  • Maintain an inventory of youth programs/activities at all MSU campus locations;

  • Oversee annual reporting of all MSU youth programs in an online questionnaire to document compliance with the MSU Youth Programs Policy;

  • In consultation with the Office of Internal Audit, establish audit protocols and conduct annual (randomized) audits of MSU youth programs to assess compliance with the MSU Youth Program Policy;

  • Stay abreast of changes in higher education programs and services for minors by attending conferences and reviewing current literature in order to update procedures based on current best practices, legal updates, and/or other benchmark data.


Required Degree


Minimum Requirements
  • Advanced degree or equivalent experience in youth programming, human development, education, criminal justice, educational leadership, social work, student affairs or outreach and community engagement
  • Minimum of 3 years’ experience with youth programming, compliance, risk management, human services, youth advocacy

  • Possess strong verbal, written and interpersonal skills

  • Is a self-starter and works well with limited supervision

  • Has a strong attention to detail while managing multiple tasks
