Position Information
Under the general supervision of the Student Affairs Technology Services Sr. Director, the Infrastructure and Services Manager is responsible for the daily operations and planning related to IT infrastructure components supporting the division. This includes but is not limited to servers, firewalls, security policies, change control management, HIPAA (Health Insurance Portability and Accountability)/HITECH (Health Information Technology)/FERPA (Family Education Rights and Privacy Act)/PCI (Payment Card Industry) compliance, vendor management and overall department management. The Infrastructure and Services Manager oversees hardware planning, timely provisioning, reliability, security and timely resolution to infrastructure problems. He/She is also responsible for managing the day to day desktop support and end-user operations. This includes managing the helpdesk ticketing system and process. The Infrastructure and Services Manager provides direction and management for a team that consists of DBAs (Database Administrators), System Administrators, Network Administrators, and third-party vendors. The Infrastructure and Services Manager is part of a management team that is focused on creating a best practice mid-sized IT organization. He/She must be able to lead and perform IT administrative tasks hands-on and execute project plans effectively. Oversees IT systems, virtualized environment, networks, running applications, to ensure systems are functioning at optimum capability. This includes the use of tools to automate IT operations.

Minimum Requirements
Advanced knowledge of computer security tools, best practices and policies including demonstrated experience securing server-based software.
In-depth knowledge of various areas of IT. Broad knowledge of the IT environment. Has solid knowledge of information systems function.
Knowledge necessary to design, set up, operate and correct malfunctions involving technology systems.
In-depth knowledge to provide advanced technical direction for systems with multiple tasks or interfaces, including responsibility for system integrity,operability, and controls.
Excellent oral and written communication skills.
Skill in observing and evaluating the outcomes of a problem to identify the key issues or redirect efforts. This extends to a skill in determining needs and requirements to create a conceptual design. This specifically includes forming general rules or conclusions by combining separate pieces of information to infer a logical explanation for why a series of seemingly unrelated events occur together.
Ability to oversee the complete life cycle of key third party applications and custom applications. This includes customization and configuration of third party applications or modules from multiple vendors.
Solid ability to gather, organize, and analyze data in the completion of assignments.
Has solid interpersonal and management skills. Demonstrated skill in managing technical staff.
Requires solid ability to communicate highly technical information in a clear and concise manner to both technical and nontechnical personnel.

Preferred Qualifications
Knowledge necessary to lead Change Control Review board process and meetings.

Knowledge of conceptual database design.

3+ years with information security, preferably HIPAA, PCI or other regulated environment. Understanding of data privacy issues related to FERPA, HIPAA, CMIA and/or PCI.

Has solid knowledge of related principles and concepts to provide solutions to more complex and diverse information systems issues. Solid knowledge of the applications programming development function.

Advanced knowledge of secure software development. Advanced knowledge of business and process analysis functions.

Knowledge of test application code in client server environment.
