Serve as administrator of the NYS Collegiate Science and Technology Entry Program (CSTEP) and the Higher Education Opportunity Program (HEOP) at Ithaca College. Develop, coordinate and implement CSTEP and HEOP program goals and objectives and monitor and evaluate program effectiveness. Participate in identifying and recruiting students for CSTEP and HEOP services, prepare NYS grant applications and reports, and maintain records. Refer and encourage students to participate in programs and activities provided through the Center for Academic Advising and within the division of Educational Affairs. Provide individual academic consultation and assessment to Ithaca College students and follow up on a regular basis with students on their academic success plans.
Position/Job Responsibilities
1. Responsible for the administration and coordination of the Collegiate Science and Technology Entry Program (CSTEP) and the Higher Education Opportunity Program (HEOP); work in consultation with supervisor to develop program goals, ensure implementation of program objectives, and monitoring and evaluating program effectiveness in keeping with the CSTEP proposal approved by the State of New York and the eligibility requirements for participation in HEOP.

2. Prepare, complete, and submit New York State Education Department (NYSED) grant proposals and reports using the Mercado Electronic Reporting System and other systems as requested or required by NYSED.

3. Prepare program budget recommendations and monitor and reconcile expenditure of budgeted funds. Coordinate the dissemination of grant funds to qualified students; maintain student rosters, secure and organize documentation for reports to New York State and complete all related paperwork. Follow sound fiscal management practices for the distribution of CSTEP and HEOP grant funds and institutional funds. Use funds in accordance with New York State and Ithaca College policies.

4. Work with the Office of Admission to identify, recruit, and admit potential HEOP program participants and ensure accepted students meet the academic and financial eligibility criteria.

5. Collaborate with the Office of Admission to plan and facilitate meetings to market the HEOP program to various community agencies, public and private agencies, and higher education organizations within New York State.

6. Coordinate programs and activities for students eligible for the HEOP program. Produce and disseminate literature promoting opportunities for HEOP participants; maintain a web page advertising HEOP activities and services and utilize social media platforms such as Facebook.

7. Provide one-on-one academic counseling to HEOP participants. Review participants' academic progress and special needs. Work with the Director of Academic Advising and other relevant campus offices to devise intervention strategies; consult with faculty, counseling center staff, and other College staff and administrators regarding strategies for students deemed at-risk.

8. Working with the Director of Academic Advising and other relevant campus offices, participate in developing and implementing appropriate interventions for HEOP participants such as academic workshops, personal and professional seminars, cultural events, faculty/professional mentoring interventions, community services activities, and occasional travel to conferences for HEOP students; collaborate with various offices within the Division of Educational Affairs such as student engagement and multicultural affairs, academic enrichment services, career services, and the various schools regarding effective delivery of student development interventions and programs. Make provisions for related student travel and accompany students as needed.

9. Work in collaboration with Institutional Research and supervisor to develop and implement a comprehensive assessment/evaluation plan for the CSTEP and HEOP programs and activities. Establish realistic goals and measures, and submit results in semester and annual reporting processes to the College and State.

10. Develop and demonstrate a multicultural awareness and contribute to cultivating an inclusive, diverse, and respectful College community. Demonstrate civil and inclusive behavior when interacting with staff, faculty, students, and visitors to the College. Promote a flexible, collaborative, and inclusive work environment and engage in educational opportunities to increase awareness and understanding of diversity and inclusion.

11. Plan and coordinate HEOP activities for the Summer Institute and work with the Summer Institute Planning team; collaborate with other offices in developing pre-freshman programming.

12. Meet with Summer Institute faculty to clarify goals of the HEOP program and review pretest results for math and writing. Discuss student progress, schedule advising appointments and review academic progress.
Position/Job Qualifications
Bachelor's degree and a minimum of five years relevant academic and/or student services experience, including significant experience with higher education opportunity programs; knowledge and understanding of the mission, goals and objectives of higher education opportunity programs; considerable experience working with a diverse student population in a counseling or academic advising role; strong written and verbal communication, organizational, and interpersonal skills and the ability to represent the College to prospective students, families and public constituencies; attention to detail, and ability to work independently with minimal supervision; demonstrated ability to provide academic success services to students with a variety of academic and enrichment needs; experience working with state and/or federal grant reporting, preparing and managing budgets, and ability to follow program guidelines and meet strict deadlines; successful experience working in a college or university setting and flexibility to work occasional evenings and/or weekend hours are required. A master's degree and experience in areas related to those traditionally underrepresented in science, math, health or law-related fields is preferred.
