We are currently seeking a Buyer who will advance the institution's proud tradition of excellence in academics, student life and community service.

The Opportunity
You: You're skilled at balancing long- and short-term goals, juggling many different projects at the same time and creating innovative solutions to challenges.

Your mission: We'll rely on you to works with system departmental staff to handle formal solicitations and develop, evaluate and negotiate contracts for a wide range of products and services, ensuring that all purchases are made in accordance with HCC policies and applicable governing laws.

Your work: In this role, you'll review client department requests and conduct advanced industry/product market research to identify alternative supply sources. You'll coordinate the inclusion of small-business participation and handle complex acquisitions and prepare solicitation/award documents, including PRC summaries. Finally, you'll maintain a bid calendar of current projects and contracts, and lead your team by promoting open, fair and competitive selection processes.

EDUCATION
Bachelor's degree in Business/Purchasing or any related field required. Eight (8) years directly related work experience may be substituted in lieu of degree.

EXPERIENCE
Minimum of three (3) years purchasing experience that displays hands-on experience in purchasing a broad range of materials, equipment and services.
Strong work experience in purchasing and/or PRC in an educational environment or governmental agency highly desirable.

Certification in any of the following (equivalent or advanced) preferred; applicants who do not currently have said certification will be considered provided they agree to obtain the certification (as a condition of their continued employment) within eighteen (18) months after employment:

• Certified Professional Public Buyer (CPPB)
• Certified in Supply Management (CSM)
• Certified Texas Purchaser (CTP)

KNOWLEDGE, SKILLS AND ABILITIES
Ability to read, analyze, and interpret general business document, technical data, or governmental regulations.

Ability to write reports and business correspondence.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Good understanding of the importance of vendor relationships, vendor goodwill and interdepartmental goodwill.

Proven and displayed abilities to effectively coordinate multiple, concurrent work activities.

Knowledge of PRC related State of Texas laws and regulations.

Ability to represent HCC and PRC Operations effectively and professionally is essential.

Proficiency in computer word processing and spreadsheet applications, including Windows, Microsoft Word, Excel, etc.
