Under the direction of the Vice Provost for Information Technology and Chief Information Officer, this individual is responsible for the overall management, direction, and day-to-day activities for the core, distribution and access tiers of the University network as well as the wireless and data center networks. Other responsibilities include ensuring the continuous operation of the networks which support the institution's goals of research, teaching and outreach.

This position provides advanced level technical expertise in support of the University's voice, video, broadcast and data network systems and leads the Network Operations staff who perform primary diagnostics, testing and trouble resolution, documentation and maintenance of networking systems for University Information Technology Services (UITS).

The successful candidate would be a technical expert and a high level networking professional. Individuals considered for this position must be highly independent and capable of understanding and evaluating complex networking interrelationships and complexities.

DUTIES AND RESPONSIBILITES
  • Directs all routine personnel activities of Network Operations, including hiring, supervising, training, mentoring, evaluating staff.
  • Provides technical leadership in designing, developing, scheduling and implementing the network requiring a thorough understanding of the principles of computer systems, network systems and information management systems.
  • Prepares budget requests, manages the established budget and evaluates and executes activities consistent with University and UITS strategic plans.
  • Prepares and submits comprehensive project plans and supporting information to aid in effective short and long-range planning; makes recommendations based on analysis of current and future needs, new advances in the field, applicability of technology to University systems and most cost-effective delivery of services. Plans and directs project work. Writes long-range planning documents and progress reports.
  • Responsible for ensuring the continuous, uninterrupted availability and functionality of the University network operations and coordinates appropriate resources to respond to outages and emergencies. Develops plans and processes that ensure minimum risk to the network; analyzes plans and directs security and disaster recovery needs for the network.
  • Represents the department on University-wide and statewide committees, special interest groups, projects and communications forums. Publishes and disseminates results. Researches reviews, investigates and writes comprehensive reports on new and emerging technologies.
  • Recommends for purchase, configures and troubleshoots software and/or hardware for communications networks, telephony, video or data switching systems.
  • Other related duties as assigned

MINIMUM QUALIFICATIONS
  1. Bachelor's degree in Computer Engineering or a related field or documented equivalent combination of training and experience.
  2. Seven to ten years of experience maintaining and troubleshooting production Cisco networks with a minimum of five years of experience with large scale networks.
  3. Ability to isolate and repair multiple complex inter-related technical problems.
  4. Demonstrated ability to work well with a diverse customer base and manage customer expectations.
  5. Three to five years' experience managing networking or technical personnel.
  6. Excellent oral and written communication skills.
  7. The ability to meet deadlines and work under pressure.
  8. Team building skills with technical and nontechnical staff and experience with vendor management, evaluation and relations.
  9. Demonstrated commitment to maintaining state-of-the art technical knowledge.
  10. One to three years' experience in outside plant fiber optic cabling systems design and installation.
  11. Knowledge of OSI layers 1-3.
  12. In-depth knowledge of Routing and Switching protocol's, TCP/IP, OSPF, VLAN, DHCP, DNS.
  13. High level network analysis and application troubleshooting skills using network tools and applications.
  14. In depth knowledge of network management best practices and knowledge of network security tools and concepts, such as Cisco PIX, ACL, VPN, IDS.
  15. The ability to travel to regional campuses, training seminars and trade shows.
  16. The ability to work off hours and weekends when necessary.

PREFERRED QUALIFICATIONS
  1. Advanced Degree (Masters or Doctorate) in Computer Engineering or a related field.
  2. Substantive experience in alternative IT discipline (such as voice, applications, video etc.)
  3. Experience with advanced designing and implementing of large scale network systems.
  4. Four to seven years of network related experience including design and implementation of large scale networking systems.
  5. Professional network related experience in higher education.
  6. Certifications relevant to this position.
  7. Experience on Cisco ONS 15454 DWDM.
  8. Demonstrated ability to provide leadership in project development and administration.
