Excelsior College, a regionally accredited, virtual, private, nonprofit institution of higher learning is seeking dynamic applicants for the position of Systems and Data Specialist in the Center of Educational Measurement.



Summary



The Systems and Data Specialist will be a member of the Assessment Technology team within the Center for Educational Measurement (CEM) at Excelsior College and has responsibility for performing diversified functions that support assessment technology, psychometric, test administration, marketing & communications, and test development functions. This require the ability to learn and apply established policies and procedures as well as create new ones. Organize and prioritize various projects simultaneously and ensure that all work is accurately completed within prescribed deadlines. Conduct basic research activities and statistical and psychometric analyses. Perform data mining and query relational databases. This position requires accuracy and the ability to attend to detail, think analytically, and the ability to troubleshoot and adapt to both fast-paced and slow-paced environments. The position also requires strong organizational skills, the ability to work independently and as a team member, proficient use of computer-based and cloud-based applications and excellent writing and communications skills. This position requires someone who is professional, responsible, and mature to work with extremely secure and confidential information. The Systems and Data Specialist position reports to the Director of Assessment Technology.

Responsibilities


  • Track and report on Key Performance Indicators (KPIs) in Test Development for Executive Director of Test Development Services.
  • Provide application support and monitor SME database.
  • Assist with Canvas, Blackboard, cloud-based and computer based systems and applications.
  • Assist with proofing, verifying raw item writing files were translated properly, conforming them to formatting instructions, stripping HTML codes, and ensuring proper display of extended characters.
  • Assist with publishing, HTML edits, Quality Control, and launching of CourXams.
  • Assist with technical training and support of staff.
  • Conduct the scoring of extended response examinations, manage score testing activities in Excelsior College's (EC) student information system (SIS), add exam form information, and resolve errors.
  • Retrieve data and perform data dump when necessary.
  • Assist with Identity Access Management.
  • Serve as QlikView expert; run and modify reports.
  • Run item analyses for examinations, speededness analysis, and coordinate the production of the EC and UExcel examinations Technical Handbook for publication.
  • Prepare data files (formatting and cleaning).
  • Collaborate in the creation of item selection spreadsheets and in the form building process as needed.
  • Create QTI files and manage the score testing process including migration to snapshot and publication of files to Pearson.
  • Use SPSS, Excel, and Access software to generate meaningful reports, graphs, and tables of data.
  • Other duties as assigned by the Director of Assessment Technology.



Qualifications


  • Minimum of a Bachelor's degree or better in Information Systems Management, Computer Science, Statistics, or related field.
  • Knowledge of SPSS, or some other data analysis tools, or other programming language.
  • Display high degree of accuracy and excellent attention to detail.
  • Demonstrate high degree of organizational skills and productive time management.
  • Familiarity with using Project Management tools.
  • Familiarity with statistical or psychometric analysis.
  • Excellent written, oral, and interpersonal communication skills.
  • Ability to think analytically and work productively both independently and corroboratively
  • Proficiency in the utilization of relational databases (SQL, running queries), Microsoft Visual Studio, spreadsheets, word processing, Excel (including VLOOKUP, pivot tables), Access.
  • Professional commitment to responsibly secure and maintain confidential information.
  • .HTML, XML experience (preferred).
