Florida State University seeks a highly motivated individual to lead the operational management and administrative direction of Procurement Services and to support the mission and vision of both the Finance & Administration division and the University as a whole. This position serves as the Chief Procurement Officer and will lead strategic planning and staffing responsibilities, formulate and administer the annual operating budget and ensure appropriate expenditure of all funds allocated for department administration, while providing leadership and direction in policy development and implementation, as well as develop and maintain partnerships throughout the University in order to attain departmental goals and objectives.
The successful candidate will have the ability to establish University-wide regulations, policies, and procedures for the procurement of commodities and contractual services, ensuring full compliance with applicable Federal, State, Board of Governors, and Board of Trustees laws, statutes, rules, and regulations; and to determine service level expectations for departmental staff, providing encouragement by reinforcing the benefit of striving at all times to provide Service with Pride, Professionalism, and Enthusiasm, including the need to educate themselves regarding the research, education, and service mission and needs of those whom they serve.
Master's degree and six years of experience or a Bachelor's degree and eight years of experience. (Note: higher education can substitute for experience at an equivalent rate.)
Ability to inform and advise SUS and University governing boards, University executive officers, senior administrators, deans, directors, and department heads regarding purchasing, procurement, and related areas.
Ability to Interpret Federal, State, SUS, and University laws, rules, regulations, policies, procedures; research, investigate, and resolve questions, problems or concerns; initiate innovative and strategic procurement best practices University-wide.
Ability to successfully manage procurement initiatives and projects in order to maximize the effective and efficient execution of the University's research, teaching, and service missions, while minimizing the risk of unfavorable governmental, legal, accreditation, financial, or public relations consequences.
