Accounting Manager- Advanced
The Payroll Manager is a senior leadership position within the office of Payroll Services and provides support and assistance to the Director of Payroll Services in the management of the entire payroll function. This position supervises staff members, directs payroll operations, assists with the establishment of long and short term goals and objectives, recommends policy and procedure changes, develop control guidelines, identifies process improvements, assists with system implementation of new system or system modifications, and performs other tasks under the direction of the Payroll Director.
The Payroll Manager must deal tactfully with controversial issues and maintain successful working relationships with campus customers, other employees, administrators, and the public. The Payroll Manager monitors the quality and quantity of service delivery efforts, including advocating for employees and support staff where resources may be limited or constrained.
The Payroll Manager provides leadership in the development of control guidelines and payroll programs in operations, systems, or other relevant areas. Position also assists with allocating available staff, assets, and resources in order to meet work goals. The Payroll Manager is responsible for self-development by demonstrating a commitment to continuous learning, self-awareness, and performance through feedback.
Minimum Education and Experience:
Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment with 12 credit hours of accounting coursework and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience. Some positions may require additional credit hours of accounting coursework. All degrees must be received from appropriately accredited institutions.
Essential Skills, Knowledge and Abilities:
The Payroll Manager should have knowledge of professional payroll theory, techniques, practices and procedures, and skill in applying this knowledge.
Knowledge of local, state, and federal regulations and statutes governing the area of work is required.
The position requires the ability to analyze moderately complex situations, and the ability to recommend solutions based on interpretation of local, state, and federal regulations and standards.
This position requires the ability to communicate moderately complex fiscal and programmatic information outside of the organization, the ability to interpret fiscal rules and regulations internal to the organization, and the ability to review and approve written reports of moderate
The position requires the ability to ensure that rules and regulations are interpreted correctly, and the ability to recommend modifications to program policy and procedures to minimize risk.
The position requires excellent communications skills, and ability to develop contacts and relationships with interested parties in order to achieve department /University goals.
Ability to lead a transition from old to new programs at the unit level and the ability to participate in the development and implementation of goals and objectives.
The ideal candidate shall possess at least five (5) years of previous managerial/ supervisory experience and progressive responsibility within a large payroll environment.
Experience with PeopleSoft is preferred.
