CIRES/NSIDC Software Development Service Group Manager

The National Snow and Ice Data Center (NSIDC),, part of the Cooperative Institute for Research in Environmental Sciences (CIRES) at the University of Colorado at Boulder, serves as a national information and referral center in support of snow and ice research. NSIDC is a trusted source of cryospheric data and services, and is a leader in research and development within this field.


The Software Development Service Group Manager reports to the Director of NSIDC and leads one of three service groups within NSIDC's matrixed organization. The Manager leads a team of developers engaged in the full range of software design, development, testing, and maintenance in support of NSIDC's mission and its complex data systems. Current projects include implementing and modernizing NASA, NSF and NOAA science data systems, building data visualization tools, and showcasing climate change indicators to broad audiences.

• Provide operational support for NSIDC through coordination and collaboration with the Senior Management Team.
o Serve as an active member of the Senior Management Team participating in weekly meetings and working on high-level initiatives.
o Represent the Senior Management Team at NSIDC meetings and events.
• Lead and manage software development team (currently 15 developers) with support from software team supervisors.
o Establish, manage and evolve NSIDC's software development methodologies to meet the needs of internal projects, external customers, and funding agencies (NASA, NOAA, NSF).
o Represent the software team in larger contexts by understanding and voicing the needs of the team and acting as a conduit for feedback to the team.
o Evaluate and forecast staffing needs and oversee hiring.
o Provide coaching, development, performance reviews, discipline and termination as needed.
• Actively participate in the NSIDC project portfolio management process in collaboration with other Service Group Managers
o Coordinate the scheduling and resource allocation of the software team to support multiple projects across NSIDC in accordance with PI needs, center-wide priorities, and the needs of project stakeholders.
o Work with Product Owners, Principal Investigators, and NSIDC financial staff in the development and adherence to software development project budgets.
• Provide Software Architecture expertise to software development projects at NSIDC, to include:
o Ensure sound software development practices and integration of components from diverse projects into a modular, service-oriented architecture.
o Facilitate technical evaluations and decision-making.
o Help developers identify and scope appropriate project architecture.
o Align NSIDC software development with relevant funding agency applications and technologies.
o Maintain an awareness of new software technology useful to NSIDC's mission (the Software Technology Radar effort).
o Bring established best practices to software development projects.
o Support internal and external collaborative software development efforts.
• Ensure that NSIDC's programs and technologies meet current and future needs.
• Foster effective communication with the software team, across the organization and with external stakeholders and collaborators.
• Encourage teamwork across the organization and support conflict resolution within the software team and across NSIDC.


• Bachelor's degree in a related discipline
• Extensive leadership, management, and supervisory experience
• Demonstrated successful leadership of a highly creative software development team
• Effective collaboration, communication, and negotiating skills
• Experience with Agile processes; familiarity with Scrum
• Flexibility and ability to succeed in a dynamic environment
• Ability to recruit, foster, and retain talent
