Managing Director, Finance and Administration


Job Description Summary:

GW Milken Institute School of Public Health (GWSPH) is seeking a Managing Finance Director who will serve as the principal financial officer responsible for planning, organizing, executing, evaluating, and monitoring its financial functions to ensure that the academic and fiscal needs of the school are being met. Under the direction of the Executive Dean, Finance and Administration, the position will be charged with creating and implementing transparent financial plans that align with the University and GWSPH goals and priorities and ensuring that the appropriate and ongoing support and resources are made available to carry out the public health programs, research, and other strategic opportunities as directed by the Dean and Senior Leadership of GWSPH. This position will work closely and in a collaborative manner with the other associate deans, department chairs and the Office of the Vice President for Research. The position reports to the Executive Dean, Finance and Administration, and also has a strong working relationship with the Associate Vice President for Financial Management - Schools of the University. The position will be charged with providing financial planning, execution and compliance reports to the Assistant Vice President for Financial Management - Schools at the University level.

Responsibilities include:
- Develops financial management systems and plans that support GWSPH's strategic plan, programs, services and strategic initiatives, facilitating timely and fiscally responsible execution. Identifies, implements, and consistently measures the effectiveness of financial business strategies, processes, and systems.
- Manages a team of financial professionals responsible for contract management, budgeting, accounting, and financial planning.
- Collaborates with GWSPH research administration office and the Office of the VIce President for Research on growing the research enterprise of the school and ensuring compliance and integrity of pre- and post-award research operations.
- Oversees operations, facility and IT of GWSPH, including the Science and Engineering Hall (SEH) Public Health lab management and coordination of administrative functions between various locations.
- Performs financial analysis, forecasting and financial modeling. Evaluates and proposes new revenue generating activities for continued growth of GWSPH.
- Streamlines financial operational processes to gain greater transparency and efficiency. Develops performance measures and reports to monitor efficiency.
- Under the direction of the Executive Dean, Finance and Administration, works with the leadership of the Dean's office and administrative and academic departments on optimizing financial operations of the school, by streamlining processes and ensuring appropriate staffing of the financial operations.
- Preserves and enhances financial assets of GWSPH, including controls and management reporting. Oversees consolidated budget, capital plan, annual capital budget, fund application, expenditures, and compliance. Effectively manages and allocates GWSPH reserves and endowment funds. Develops capital plans and annual capital budgets to support GWSPH construction and renovation. Develops and analyzes models for new algorithms for the operating budget and for negotiations with department chairs, divisions within the University, and other areas as necessary. Negotiates and manages the flow of funds between the University and GWSPH as necessary for successful completion of operating and capital budgets.
- Understands mission-based budgeting and serves as the financial liaison with entity partners and or affiliates in refining methodologies used for financing the academic mission.
- Develops strong business relationships internally and externally in order to manage existing relations and identify new opportunities that will enhance the School's goals, priorities and financial performance.
- Works closely with human resources in the oversight and the ongoing monitoring of the effectiveness of the compensation plan.
- Ensures the provision of highest quality financial technology systems to support all academic and administration efforts.
- Oversees the financial reporting of GWSPH programs, including accurate accounting of all indirect and direct funds and expenditures for all programs in the GWSPH.
- Participates in and supports strategic planning efforts within GWSPH especially with the provision of the associated resource requirements, implementation of information/management structures, systems, and processes needed to support long-range plans. Provides analytical and planning expertise in support of administrative, financial and program development activities in support of GWSPH strategic planning.
- Develops business plans, pro-formas and financial models associated with existing and new programs, services and strategic initiatives, facilitating timely and fiscally responsible execution. Identifies, implements, and consistently measures the effectiveness of business strategies, processes and systems.
- Performs other duties as assigned.

Minimum Qualifications:

Qualified candidates will hold a Bachelor's degree in Finance or Accounting and 10 years of relevant experience, or, a Master's degree or higher in Finance or Accounting plus 8 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications: Preferred Qualifications:

- A senior financial manager with enterprise-wide financial planning and management experience and strong analytical skills and capabilities
- Progressively responsible experience including: accounting, budget and financial, planning and management experience, business case development, finance and/or public accounting, internal or external consulting
- A solid understanding of internal control concepts and their implementation and management within a complex business environment
- Project management experience that includes opportunity/risk assessment, development of financial plans, budgeting forecasting and execution, cost estimating and accounting, fiscal management principles and procedures
- Skill in examining and reengineering operations and procedures, formulating policy, developing and implementing new strategies and processes, allocating and managing financial and operational resources
- A team-building strategic thinker with demonstrated experience and success in leading people and managing change initiatives
- Previous experience in higher education, academic medicine and/or health care within a school of public health/medical school, major research university and/or academic medical center is desirable but not essential
- Proficiency with a personal computer to include word processing, working with databases, and spreadsheet applications
- Advanced skills using accounting/financial software applications is expected, with experience with Crystal Reporting Software, BANNER, and Oracle Financials preferred
