Job Description:

The role of the Director of Research Compliance and Global Support (DRCGS) is to support and promote ethical research practices at the University of Florida that fully comply with all applicable US and foreign rules and regulations. The DRCGS will be responsible for coordinating institution-wide compliance and support policies and procedures that are effective and context-appropriate, coordinating these efforts among various administrative offices, committees, and local research areas that bear functional responsible for research compliance and global research support at the University of Florida. Subject matter areas of responsibility for this position include responsible conduct in research, export control, research misconduct, conflict of interest, and sponsored activities outside the US. Essential functions of this position include the following:

  • Serve as the University resource regarding the compliance efforts related to the full breadth and scope of the University’s research enterprise, including:
    • The University’s existing research practices and policies and procedures;
    • The University’s structure and operations, and the administrative and academic offices responsible for various aspects of research compliance; and
    • The various research-related committees and their roles and responsibilities.
    • Specific roles and responsibilities include oversight of export control, research-relevant conflict of interest, and research misconduct.
    • Assisting the Division of Sponsored Programs, Contracts and Grants Accounting, and Cost Analysis with their primary responsibilities in financial compliance.
  • Serve as the University resource supporting global research and other sponsored activities, including challenges associated with:
    • International sponsored project planning, risk assessment, and management;
    • Adherence to non-programmatic requirements from sponsors which includes assisting the Division of Sponsored Programs and Contracts & Grants Accounting in the financial monitoring and auditing of UF and in-country partner activities
    • Working with UF General Counsel in addressing all legal issues for operations outside the US;
    • Working with other units to satisfy human resource and purchasing requirements for non-US operations
  • Collaborate, and consult with administrators in central expert offices as well as in research locales across UF) to conduct periodic reviews to determine the adequacy of coverage and effectiveness of existing programs and components including:
    • Policies and Procedures
    • Roles and responsibilities
    • Training
    • Program implementation
    • Communication and resources
    • Central and self-monitoring and correction of identified issues, and develop and implement improvement plans as needed.
  • Stimulate and promote research compliance throughout the University, with a particular emphasis on customer service, technology and data-collection improvements to support better service, implementation, management, performance of programs, and monitoring and self-correction.
  • Serve as point person for the Vice President for Research (VPR) and others with supervisory authority over compliance administrators on research compliance status and action plans, global activities, as well as updates and announcements using such tools as a website and newsletter. Recommend and support innovative efforts to communicate compliance initiatives (i.e. Twitter, text-messaging, and Facebook) and provide compliance resources.
  • Conduct assessments of faculty administrative burden and develop efficiencies to alleviate burden where possible.
  • Communicate and work closely with the Office of Vice President and General Counsel (OGC) for legal expertise and support, with the Division of Sponsored Projects as well as Contracts and Grants for pre- and post-award management, with Research Program Development in coordinating proposals with global components, and with the Office of Internal Audit as needed for expertise on controls and assessment outcomes.
  • Prepare an annual report for the Vice President for Research (VPR) including outcomes of annual assessments. Immediately report any material compliance issues to the VPR, and other applicable Senior Vice Presidents. Provide copies to the Vice President and General Counsel and the Chief Audit Executive.
  • Actively participate in national organizations such as the Council on Governmental Relations, attend national conferences and educational seminars, and review federal and state regulatory updates and other resource materials in order to remain abreast of national and any state trends in research compliance. Advise the VPR, other Senior Vice Presidents, and Compliance administrators on national trends and enforcement activities affecting the research enterprise including global activities. Prepare appropriate communications for affected faculty and staff, in consultation with Office of the General Counsel
Advertised Salary:

Commensurate with education and experience

Minimum Requirements:

Master's or Juris Doctor degree in an appropriate area of specialization and six years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and eight years of appropriate experience.

Preferred Qualifications:
  • The candidate must possess three years of compliance experience in an academic research institution or other research setting.
  • The candidate must have an inter-personal and collaborative approach that is effective in an academic research setting and must work well with faculty as well as administrators.
  • The candidate must have extensive knowledge of compliance principles, terminology, and regulatory requirements that impact the research endeavors of academic research institutions required.
  • Experience in leadership or management, program development and management, and research-related administration with proven collaborative, team-oriented leadership ability and extensive interpersonal and communications skills is highly desirable.
  • The DRCGS must have a proven record of focus on and excellence in client service, integrity, principles and strategies for client service.
  • Strong background in, and knowledge of, effective operational practices and compliance management techniques are preferred. Ability to translate complex regulations and findings into understandable and meaningful terms is required.
  • Audit or inspection experience is helpful.
