Overview of DGHI The Duke Global Health Institute (DGHI) was created in 2006 to address health disparities in our local community and worldwide.

Recognizing that many global health problems stem from economic, social, environmental, political and health care inequalities, DGHI brings together interdisciplinary teams to solve complex health problems and to train the next generation of global health scholars. DGHI has 77 faculty, 55 affiliates, 8 adjuncts, and 66 staff.

Overview of the Center for Policy Impact in Global Health On December 1, 2016, DGHI launched an innovative policy lab, The Center for Policy Impact in Global Health (http://centerforpolicyimpact.org), which aims to address critical challenges in the financing and delivery of global health by informing key debates, decisionmaking, and policy formulation at global and country levels. In its first years of operation, the Center's analytic work and policy engagement focuses on three important gaps in global health financing (see http://centerforpolicyimpact.org/our-work):

A gap in financing crucial but neglected "global functions" of health aid (e.g. global health R&D, pandemic preparedness, and fostering global health leadership and stewardship)

A "middle income gap" that can arise when countries graduate from development assistance for health (DAH)

A domestic health financing gap in low- and middle-income countries (LMICs). Within Duke, the Center's key partnership is with the Public Finance Group in the Duke Center for International Development (DCID; see http://dcid.sanford.duke.edu/). Beyond Duke, it collaborates with academics and think tanks worldwide working in the field of global health and development policy.

The Center's work on domestic health financing in LMICs is being conducted in partnership with state and federal governments, colleagues at the international financial institutions, and in-country think tanks; this country work focuses on Ethiopia and three states in India (Assam, Karnataka, and Uttar Pradesh).

Since its launch, the Center has embarked on an ambitious program of policy analysis coupled with policy engagements. This program includes estimating the costs of fully funding critical global functions; exploring new mechanisms to mobilize resources to close funding gaps for these functions; understanding the relationship between health aid flows and health needs in graduating middle-income countries; and examining the capacities of LMICs to raise additional financing for health.

An advisory working group, chaired by Larry Summers at Harvard University, guides the Center's work on global functions. The Center is increasingly playing a convening role. For example, it hosted a workshop (co-hosted with the Coalition on Epidemic Preparedness Innovations) at the National Academy of Medicine, Washington, DC, USA, on financing international collective action for epidemic and pandemic preparedness.

The workshop led to a report delivered to the G20 (summarized in: Yamey G, et al. Financing international collective action for epidemic and pandemic preparedness. Lancet Global Health May 18. doi: 10.1016/S2214-109X(17)30203-6).

Position Description

The Center's Director is now seeking a Deputy Director with expertise in global health financing and economics.

Working closely with the Director, the Deputy Director will help to lead and drive forward the Center's research agenda; expand its research into new areas; seek additional funding opportunities; and shape its activities and direction over the coming years.

The position is open from October 1, 2017 for one year, after which there may be the possibility of a longer-term position.

This is a very good opportunity for someone who wants to apply her/his research expertise in global health financing and economics to help develop policy options in a multi-disciplinary, academic environment.

The Deputy Director will conduct wide-ranging research across all of the Center's focus areas, co-author the Center's policy briefs and policy reports, publish peer-reviewed papers, and participate in briefing policymakers and in fundraising.

She or he will play a key role in outreach and engagement, helping to establish university-wide and external collaborations and contributing high-level academic leadership to the running and management of the Center.

The Deputy Director will also help to mentor junior staff and the Center's Global Health Policy Fellows (our fellows program is open to two researchers each year from low- and middle-income countries).

Education

Master's degree in science, engineering, law, policy, or a field directly related to the position. PhD or JD preferred.

Experience

Five years of progressive experience in policy research and analysis at the international, federal, regional and/or state level. A degree higher than a master's degree or significant technical expertise may substitute for two years of experience.

Skills

A higher degree in international health economics or financing (or a closely related field); this degree must be at least at the master's level, though a PhD is preferred

• At least 3 years of relevant experience in either an academic setting or in a development organization (e.g. a multilateral development bank or global health financing agency, a bilateral development agency, a ministry of finance or health, or a development think tank or consultancy)

• Demonstrated research skills (including applied economics, health financing, decision science, business case and policy analysis, and development economics)

A strong publication record

• Ability to develop innovative research approaches to answer critical strategic and policy questions

A keen interest in empirical analyses related to global health policy

• Ability to help mentor and develop junior staff members

• Proven record of outstanding written and oral presentation skills

• Ability to work as part of a team and perform under deadline pressure

• In-depth knowledge of the global health landscape and architecture, including key health and development agencies, current debates on the major challenges in financing and delivery, and sources and trends in data

• Project management and multi-tasking skills

• Fluency in English.

The ideal candidate will be self-motivated and will be able to work independently, especially during periods when the Director is on duty travel.
