Network Engineer, Senior Principal

Location: Client site, Washington, DC

Principal Duties/Responsibilities:
Experienced Business Subject Matter Expert providing enterprise engineering services in support of engineering, testing and planning to mission critical unified communications and telephony deployments across the enterprise. Duties and responsibilities include:

Analyzes complex systems, including planning, designing, evaluating, selecting operating systems, designing applications and selecting hardware and telephony methods and devices. Resolves difficult inter-operability problems to obtain operation across the enterprise. Configures systems to user environments. Supports acquisition of hardware and software, as well as subcontractor services. Serves as manager or industry recognized expert.

Evaluates, designs, documents and supports the customer with installs, implementations, tests, problem isolation and resolution, monitoring, tuning, and standards. Performs these functions across a wide range of facilities including physical media, protocol stacks, hubs, routers, bridges, gateways, digital servers, line drivers, telecommunications transport facilities, mainframe and network management components. Provides client consulting and training on the interfacing and use of telephony facilities. Plans and coordinates major initiatives. Researches, evaluates, and recommends new equipment and technologies. Devises solutions to complex operational problems within the capacity and operational limitations of installed equipment. Develops and executes contingency plans for software and hardware failures including isolated and major outages. Provides internal consulting, technical guidance, information and support to application developers, computer operations, workstation support, company management and departmental clients. Assists in internal training programs.

Supports an Enterprise Infrastructure Engineering organization in the engineering, testing and planning to mission critical deployments across a Federal agency enterprise.

Engineering efforts shall focus on capacity planning and capacity projections, application support and development in conjunction with the business line, the assessment of components to meet anticipated workload volumes, the development and implementation of any required remediation, the establishment of best practices in capacity planning, testing, workload management, and the development and implementation of skills transfer and training plans designed to facilitate the adoption of best practices.

Reviewing business requirements to obtain a thorough understanding of all parameters affecting and interfacing with the system as a basis for analyzing and evaluating major system project requirements of considerable complexity. Provide direction in the identification of potential problems and resolution; and provide planning services regarding enterprise infrastructure, architecture, implementation planning and design.

Assesses architecture parameters and defines and designs complex system specifications, and working parameters for hardware/software compatibility. Conducts technical investigations in systems design. Defines system objectives and prepares system design specifications to meet user requirements and satisfy interface problems. Analyzes and resolves difficult and complicated program support deficiencies. Defines, designs, and develops system requirements and coordinates design of subsystems and integration of total system. Formulates logical statements of user requirements and develops solutions through application of systems and methods engineering techniques. Reviews alternate approaches and selects appropriate methodology.

Provide analytical support in the conceptualization, development and implementation of complex, multiple, inter-linked systems for the deployment and operation of standard monitoring and performance assessment software and analysis of results generated by such software.

Work on a team of 4-6 IT professionals.
May provide work leadership for technical staff.

Education and Experience:

Master's Degree in Computer Science, Management Information Systems, or a related field or equivalent experience. Twelve to fifteen years of increasingly complex and responsible analysis experience including telephony infrastructure (hardware / software) integration.

Skills and Abilities:

Demonstrated experience performing the following:
1) High-level engineering, testing and planning support to mission critical deployments across the enterprise to ensure the deployed infrastructure and processes are consistent with the expected business volumes, response time requirements, and adhere to VA guidelines and best practices.

2) Capacity planning and capacity projections, application support and development in conjunction with the business line, the assessment of components to meet anticipated workload volumes, the development and implementation of any required remediation, the establishment of best practices in capacity, testing, workload management, and the development and implementation of skills transfer and training plans designed to facilitate the adoption of best practices.

3) High level engineering assessments to include assessment of existing infrastructure and practices, analysis of current and projected anticipated business volumes, system performance, and analysis of new software and hardware releases.

Demonstrated experience and working knowledge with VA telephony is a plus.
