General Statement of Job


To coordinate the advanced efficient purchase of assigned equipment, supplies, and services for Austin Community College (ACC) through the application of relevant laws, regulations, and purchasing procedures.



Position Information
Location Service Center Hours 40 hours/week as assigned; Generally Monday-Friday, 8 am - 5 pm Salary Professional 2/121 ($42,070.00 - $60,101.00) FLSA Status Exempt Reports To Manager, Purchasing Criminal Background Check Pre-employment criminal background checks are required for all Staff and Faculty positions. Pre-employment urinalyses drug screens are also required for all top candidates considered for positions in ACC's College Police department.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Purchases equipment, supplies, and services at the best value for the college utilizing procurement guidelines, rules, policies, and laws.
  • Processes and manages assigned technical solicitations including request for proposals and requests for qualifications.
  • Conducts and coordinates purchasing support activities for ACC's general districtwide purchases.
  • Assists with monitoring and administering contracts by applying extension options, monitoring, and rectifying contractors' performance or non-performance, and composing formal notifications; monitors vendor reports and encourages users to utilize such resources.
  • Writes and reviews specifications, solicitation documents, contracts, amendments, and other legal and related correspondence.
  • Conducts and facilitates pre-proposal and evaluation meetings.
  • Evaluates bids, proposals, and negotiates contracts.
  • Processes contract awards and purchase orders.
  • Provides customer service to internal and external customers by expediting purchasing processes; ensures positive rapport with customers through effective communication.
  • Assists the leadership of the Purchasing Department with contractor performance and contract compliance matters working to resolve issues regarding contractor performance and contract compliance.
  • Works with online vendor and financial management.
  • Trains, coaches, and mentors other buyers on procurement processes and procedures.
  • May develop training materials and provide training to college departments on procurement processes.
  • Assists the leadership of the Purchasing Department with complex issues and special projects which may involve policy interpretation and research, new initiatives, programs, and process improvements.

    Technology Skills

    • Use a variety of spreadsheet, word processing, database, and presentation software.




    Required Work Experience

    • Two years related work experience.




    Required Education

    • Bachelor's degree.




    Special Requirements

    Licenses/Certifications; Other

    • Certified Texas Purchaser (CTP) or Certified Professional Public Buyer (CPPB) Certification.




    Physical Requirements

    • Work is performed in a standard office or similar environment.
    • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
    • Occasional lifting of objects up to 10 pounds.

    ACC Benefits Overview

    Full-time Faculty and Staffing Table employees who work in full-time and/or part-time positions at the College are eligible for ACC medical benefits effective the first of the month after their first 60 days of employment. Benefits include medical, dental, life insurance, short and long term disability, retirement plans and AD&D.

    ACC does not participate in Social Security. ACC participates in the Teacher Retirement System of Texas (TRS) and the Optional Retirement Program (ORP-Faculty Only). Part-time and Hourly employees participate in the ACC Money Purchase Plan (ACCMPP) as a retirement program required by Federal law.
