JOB SUMMARY:


Responsible for functions of the accounting and budgetary process. Uses established procedures, analyzes departmental fiscal data, programs and operations. Applies fundamental fiscal concepts, prepares written and oral budgetary recommendations for implementation in department operations. Performs all other duties as required. Occasional day trips and overnight travel.


JOB DUTIES:


25% - Essential - Prepares and supervises preparation of documents including lease agreements, invoices, receipts, receipt transmittals, direct purchase vouchers and travel reports. Assists in implementations of all programs during initial phase to ensure viability and accuracy of operations. Utilizes various computer financial information systems (CUBS) in the preparation of analyses, evaluation and reports relating to assigned areas. Reviews and updates yearly fee chart of all YLI sites and programs. Assists with the gathering of data relating to the insurance and depreciation of YLI equipment and property. Analyze data to ensure proper accounting procedures have been followed. Trains new employees and ensure training materials are kept current.

25% - Essential - Analyzes, evaluates and reconciles accounting records and prepares weekly account summaries; monthly budget updates; quarterly revenue, expenditure and utility reports and annual financial reports for all YLI facilities and keeping key administrators informed. Reviews monthly budget status reports and reconciles Realization of Revenues Reports. Ensures the transactions are accurate and with established budgets, preparing budget amendments as needed. Develops comprehensive staffing plans for Institute programs, conducts reviews of programs, and facility operations relating to staffing ratios and salary expenditures,and develops reporting procedures for management. Assists with the development of business plans for YLI.

25% - Essential - Coordinates the assimilation and entry of payroll information and the processing of special pays, payroll changes for approx. 200-300 permanent and temporary employees. Manages Kronos timestamps, time-off requests and hours worked for all YLI employees at the Budget Center Administrator level.

25% - Essential - Provides fiscal advice to representatives of that assigned department regarding projected programs and objectives according to the established budgetary procedures. Supervises the accounting and compliance of grants and contracts. Budget amendments as necessary to track appropriate spending of grant funds.


MINIMUM REQUIREMENTS:


A high school diploma and professional experience in a related area such as accounting, auditing, finance or commercial lending.
