ACCORDS (Adult and Child Consortium for Health Outcomes Research and Delivery Science) / D2V (Data Science to Patient Value) has an opening for a full-time, University Staff (unclassified) Human Resources & Business Services Program Manager position.

Job Summary:
The Human Resources and Business Services Program Manager is responsible for managing the human resources support functions for ACCORDS/D2V. This position will manage, administer and have accountability for the day-to-day operations for the ACCORDS/D2V Human Resources enterprise. Additionally, this role coordinates the human resources functions including but not limited to hiring, termination, funding distribution changes and leave reporting and processes for ACCORDS/D2V ensuring that the programs are in compliance with the rules and regulations of the School of Medicine (SOM), ACCORDS/D2V and the University of Colorado. The human resource coordinator will autonomously manage human resources initiatives in support of ACCORDS/D2V missions and goals. This position may supervise student workers and/or interns. The human resource coordinator serves as a liaison; independently interpreting and coordinating program needs; policies and procedures pertaining to ACCORDS/D2V operations and programs and makes recommendations relative to program management, funds and resources, and strategic development. Additionally, this role provides excellent internal/external customer service at all levels and establishes and maintains a strong working relationships.

Examples of Work Performed:

Human Resources Management (90%):
  • Research, interpret and stay current with multifaceted University HR rules, regulations and policies as required to answer questions that arise.
  • Provide guidance and information to new faculty, fellows and residents regarding interview day, training and orientations and new hire requirements.
  • Analyze, identify and make recommendations for process improvement as related to ACCORDS and D2V human resources and recruiting needs.
  • Create and maintain ACCORDS/D2V BUSINESS DIRECTOR'S faculty and staff personnel files per University record retention matrix.
  • Create ACCORDS/D2V BUSINESS DIRECTOR'S recruiting and hiring/on-boarding process timelines; reviewing documentation and assess whether requirements have been met; manage all documents through completion ensuring timely submittal.
  • Manage the interview and intake process for ACCORDS/D2V BUSINESS DIRECTOR'S faculty and PRA's, fellows and students.
  • Track all processing for new hires and terminations to ensure meets policy, procedure and faculty affairs deadlines.
  • Create and coordinate ACCORDS/D2V BUSINESS DIRECTOR'S job postings in CU Careers; partner with University HR as necessary.
  • Prepare and process all letters of offer for ACCORDS/D2V.
  • Analyze and record changes in ACCORDS/D2V BUSINESS DIRECTOR'S records and appointments, i.e., (new hires, promotions, terminations, appointment status information and proper funding distributions).
  • Manage and coordinate faculty and staff leave of absences with University HR and faculty affairs:
    • Prepare termination paperwork, including leave separation forms, (calculating vacation payouts and determining sick leave payouts if applicable at time of retirement), resignation acknowledgement letter, and record termination data in the HRMS/HCM system and assisting in the checkout process.
  • Process payroll and time collection functions; Enter monthly vacation/sick leave, update job data, FTE changes, termination payouts.
  • Create PETS and enter funding distribution changes as necessary at the direction of the Business director or post award grants manager.
  • Monitor monthly updates to ensure changes are approved prior to the monthly payroll deadlines.
  • Prepare and process visa-related paperwork; act as liaison with International Student Services as necessary.
  • Regularly partner with ACCORDS/D2V BUSINESS DIRECTOR'S Director, University Human Resources, University Faculty Affairs and others, as necessary, to ensure timely and appropriate operations of ACCORDS/D2V BUSINESS DIRECTOR'S human resources functions.
  • Manage VISAS (e.g. international services, processing payments, etc.)
  • Manage FPPE and OPPE.

Business Operations (10%):
  • Manage and support ACCORDS/D2V BUSINESS DIRECTOR'S Business Director's day-to-day operations, initiatives and endeavors.
  • Create and manage program budgets and related reports for and in partnership with ACCORDS/D2V BUSINESS DIRECTOR'S Business Director's.
  • Prepare ad-hoc reports as requested by ACCORDS/D2V BUSINESS DIRECTOR'S Business Director's.
  • Interpret and follow current rules and guidelines relating to procurement, travel and expense reimbursement.
  • Prepare reports as needed for the leadership using a variety of systems and software to manage and monitor program records.
  • Maintain current knowledge of financial processes and guidelines, attend training as necessary.
  • Act as back up for CU Marketplace, POs and Concur.
  • Assist with special projects and miscellaneous job-related duties as requested by the ACCORDS/D2V BUSINESS DIRECTOR'S Business Director's.
  • Provide administrative assistance as needed: Phones, copying, scanning, faxing, mail pick-up & delivery, supplies/inventory management, website/SharePoint updates, letters of reference and other miscellaneous duties.

Salary and Benefits:

The hiring salary for this position is commensurate with skills and experience. This position is not eligible for overtime compensation.

Minimum Qualifications:
  • A bachelor's degree in business, business administration, finance, accounting , education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • The position requires extensive, diverse and progressively responsible human resources experience.

Substitution: Four years of Human Resources experience in a higher education/academic setting may be considered in lieu of the Bachelor's degree on a year-for-year basis.

Preferred Qualifications:
  • Master's degree in Business, Healthcare Administration, Human Resources and/or related field from an accredited institution.
