Job Summary/Basic Function: Under general direction of the Vice President for Business Affairs, the Chief Human Resources Officer is responsible for creating and implementing the strategic vision for the department and for the daily operational management. The strategic vision should emphasize a high level of customer service, operational effectiveness and efficiency. The functions of the Human Resource Department include: employee relations; recruitment, HRIS, benefit administration; training and development; compliance with all HR-related federal and state laws as well as Texas A&M System and campus policies/regulations/rules/procedures; compensation and classification systems; staff recruitment/ employment; and records management. Also, this position oversees the Title IX function on campus and may occasionally serve as Title IX investigator. The Chief Human Resources Officer works closely with the Office of General Counsel on areas of mutual concern and interest.

Work Hours: Typically works Monday - Friday; 8 a.m. - 5 p.m. May be required to work extended hours as needed during evenings or weekends.

Will be required to travel.

LEADERSHIP
Provide the university leadership for all aspects of the human resources function. Recommend, revise and implements HR/employment policies. Ensure university rules and policies align with system regulations and are in compliance with relevant federal and State employment laws and regulations as well as with the university's philosophy and mission. Supervise and provide coaching, as necessary, to all HR staff employees. Serve as the University's Equal Employment Opportunity Officer and the Affirmative Action Officer. Supervise development and submittal of the annual Affirmative Action Plan and Vets 100 Report. Promote and participate in diversity and equity initiatives on campus. Serve as one of the University's Campus Security Officers and on various committees including: Title IX, Compliance, and Clery Committees; Behavioral Intervention Team; and others, as requested.

EMPLOYEE RELATIONS
Act as an impartial party to ensure that the rights of the employee and interests of the university are protected. Coordinate all aspects of the disciplinary process for all university non-faculty employees to ensure fair and equitable treatment under the employment regulations, policies, rules, and procedures. Provide guidance with informal and formal complaints and appeals. Responsible for employer responses regarding EEOC charges. Counsel with and facilitate communication between employees and/or supervisors to address, and where possible, resolve workplace problems. Counsel with the Office of the Provost on faculty and employee relations issues upon request.

STAFFING AND EMPLOYMENT
Supervise the administration of approved employment policies and procedures designed to select and hire non-faculty employees. Oversee the administrative processes around federally required I-9 work authorization including document verification, records management, and compliance. Ensure all departments adhere to Affirmative Action, Equal Opportunity and related recordkeeping guidelines. May assist Office of the Provost in the selection and hiring of faculty employees. Administer an exit interview program to develop effective retention procedures.

Supervise staff in the administration of insurance, retirement, and tax deferred accounts as well as other benefits offered by the university and the Texas A&M System. Oversees the internal FMLA administration process. May represent the university at System Employees Benefit Advisory Committee (SEBAC) meetings as a non-voting member through the HR Generalist III - Benefits & Wellness. Work effectively with Risk Management, UPD, and A&M System regarding on-the-job injuries and worker's compensation claims.

Ensure implementation and maintenance of all campus wage and salary programs for non-faculty employees. Oversee the position description development, classification reviews, salary studies, and the annual comprehensive pay plan. Monitor the University's market competitiveness and conduct other compensation analyses to ensure equity both externally and internally. Participate in university and other salary surveys. Works effectively with Payroll Services to ensure employees are paid timely and correctly. Upon request, assist the Office of the Provost with compensation analysis of faculty employees.

Supervise staff to ensure training opportunities are provided to all staff employees to meet state requirements, improve job performance, and enhance professional and/or skill development. Oversee and assess annual and periodic performance evaluation process. Make recommendations for process improvements.

Responsible for the maintenance of employment records and the response to authorized requests for information. Serve as on-site contact person for coordinating various matters with the A&M System Offices and represent the university with various state, system and federal audits.

Oversee the area of Title IX compliance through the efforts of the Campus Title IX Coordinator. May serve as one the University's Deputy Title IX Coordinators. Coordinates with input from Campus Title IX Coordinator all investigations regarding complaints and appropriate recordkeeping. Work collaboratively with A&M System Office Title IX, EEO and Compliance personnel.

Qualifications

Education

Necessary Qualifications: Bachelor's degree in Human Resources, Business Administration, Educational Administration, or Public Administration Management.

Preferred Qualifications: Master's degree

Experience

Necessary Qualifications: Ten years of direct experience in Human Resources in increasingly responsibility positions in one or more of the following areas: employee and/or labor relations; compensation and job analysis; recruitment and placement; benefits administration; policy development; Three years of supervisory/managerial experience.

Preferred Qualifications: Experience in higher education environment; experience working with HR and Payroll integrated software systems.

Extensive knowledge of employment laws to include FLSA, FMLA, EEO/AA, and ADA. Advanced understanding of the standard HR body of knowledge to include employee relations, labor relations, performance management, training & development, benefits, staffing, and compensation. Working knowledge of HIPAA and worker's compensation.

Proven leadership abilities. Strong written and verbal communication skills. High degree of initiative, judgment, discretion, and decision-making skills to be able to provide appropriate counsel and work in partnership with management and staff on HR matters to achieve strategic objectives and organizational priorities.
