Under the direction of the Chief Financial & Administrative Officer (CFAO), the UE Administration, Sr. Administrative Officer serves multiple departments within Undergraduate Education. Provides professional high level financial, budgetary, analytical, and administrative support and expertise to Unit Directors. Serves as a lead team member for UE Administration and may provide guidance to staff across ORG36 Undergraduate Education. Will independently perform complex budgetary/resource modeling, and independently research, formulate, and present data analysis; create management reports and provide recommendations to management both orally and in writing. The position is responsible for ensuring financial ledger reconciliation, timely financial reporting, budget report development and analysis, and the processing of budgetary and financial journal entries. Works with CFAO in compiling annual budget submission process. Independently responsible to oversee, process, and manage the fiscal close year-end processing for ORG36 and serve as the lead with staff of the other units within ORG36. The incumbent will assist assigned units with Human Resources administration, including staff recruitment, reclassification submissions, on-boarding, and Career Tracks/Job Description Library updates. Responsible for pre/post-award grant administration for assigned units and funds. Must be able to work under the pressure of constantly changing priorities, unanticipated urgent demands, and multiple tasks. Assists CFAO and Vice Provost with special projects. Must be available to oversee and facilitate fiscal close activities for the ORG, May 1 - July 15. Position is budgeted up to $85,000 annual salary depending on skills, knowledge, and qualifications.
Advanced interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
Knowledge of fund accounting and generally accepted accounting principles; SAS 112, OMB A21, A110, and A133.
Advanced knowledge of a variety of administrative operational activities such as events planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
Solid organizational and customer service skills to effectively manage multiple priorities.
Ability to function independently and take responsibility for results. Excellent judgment in identifying and resolving operational conflicts and concerns. Ability to analyze organizational needs/goals and develop plans to implement and accomplish those goals.
Ability to handle difficult situations with tact and diplomacy and to apply crisis management, conflict resolution, and problem solving techniques in high pressure setting to a wide range of constituents including faculty, students, administrators and the public.
Advanced knowledge of finance policies, practices and systems.
Advanced skills in short and long term strategic planning, analysis and problem-solving and customer service.
Demonstrated knowledge and experience with long-range planning, including multi-year budget preparations and budget proposals.
Advanced knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.
Ability to adapt to changing priorities.
In-depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management and financial reports.
Skill in working as a team lead and collaborating with colleagues to maintain cooperative working relationships with individuals, departments, and programs across campus.
Application of lean methodology and organizational excellence principles.
Demonstrated experience with interpreting administrative policies, preferably, UC policies and procedures, and forming solid recommendations.
Progressively responsible experience in administration and financial management in an institution of higher education, interacting with faculty, students, staff, and external stakeholders.
Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and/or personnel management.
Knowledge of common University-specific computer application programs.
