Executive Director of Human Resources
STATEMENT OF DUTIES AND RESPONSIBILITIES: The Executive Director for Human Resources reports to the President of the College and has overall leadership and supervisory responsibility for planning and managing the College's human resources functions in accordance with the policies, procedures, and practices of the College and in compliance with all applicable laws and labor contracts. Areas of responsibility include employee recruitment and retention, benefits, compensation and payroll, time and leave administration, training and development, human resources information systems and employee engagement.
The Executive Director of Human Resources provides leadership to help the College meet strategic priorities, enhances organizational effectiveness, improves client services, improves procedures and outcomes and increases employee engagement.
SUPERVISION REQUIRED: Reports to the President of the College.
SUPERVISION EXERCISED: Staff members of the Office of Human Resources.
DUTIES AND RESPONSIBILITIES: Participates in the College's strategic and operational planning process by prioritizing and executing strategic HR goals and objectives. Maintains current knowledge of interpreting, implementing and complying with federal, state, and local laws that affect the HR functions of the College, including mandatory training requirements. Advocates and promotes diversity and inclusion strategies to enhance the cultural, ethnic, and gender diversity of College employees. Participates with the College's Affirmative Action Officer on strategic planning efforts involving EEO, Affirmative Action, and Labor Relations grievances including labor contracts. Supports the work of the College's Affirmative Action Officer on the employment practices and recruitment efforts for employees. Oversees the operations and administration of all human resource functions and directs and implements all college initiatives and projects associated with a comprehensive administration of the HR Office. Oversees the enforcement of College policies, rules and regulations and contractual agreements. Conducts research and analysis relevant to human resources forecasting and staffing on both a short-range and long-range basis. Directs the periodic review, revision, and general maintenance of position classifications, salary grades, and salary ranges; coordinate the development and maintenance of job descriptions. Plans and administers professional development programs to improve utilization of staff resources and to provide a climate of professional growth for all employees. Advises supervisors, employees, and employee representatives regarding personnel and payroll management policies, employee morale issues, individual performance issues and recommending appropriate courses of action. Oversees the maintenance of electronic systems to process HR transactions as well as the retention of employee files and records. Evaluates the Client Services function and implement technology solutions to enhance customer services. Prepares and manages the annual budget for the Office of Human Resources. Oversees the onboarding process for new employees. Supports the College's employee engagement and recognition programs. Prepares reports and provides data analysis on critical HR functions using available technology. Develops, leads and mentors HR staff, while promoting the Office as a model of professional competency and innovation. Serves on all appropriate committees, special projects as necessary and other duties as assigned.
REQUIRED QUALIFICATIONS: A minimum of a Bachelor's degree in Human Resources Management or related field; eight years' related experience; demonstrated ability to manage multiple projects with competing deadlines; excellent presentation skills; knowledge and application of various state and federal regulations; experience developing interpreting and implementing polices; proficient in the use of PowerPoint, Excel, Word; strong and effective written and oral communication skills; significant experience in benefit and classification administration, payroll and positions management; understanding of HRIS systems and the alignment of HR practices; ability to maintain highly confidential Human Resources and payroll information without exception; and the ability to work with a diverse staff, student body and external constituencies.
PREFERRED QUALIFICATIONS: Master's degree in Human Resources or related field. Demonstrated success working in a collective bargaining higher education environment that values shared decision-making and collaboration. Ability to speak a language in addition to English. A professional style that builds strong, trusting relationships with employees and fosters a spirit of innovation and continuous improvement within an organization.
POSITION STATUS: This is a full-time, non-unit position with benefits. This position is subject to 2018 budget appropriation.
SALARY: Commensurate with qualifications and experience.
