Degree and Area of Specialization:

Bachelor's degree in accounting, finance, business administration or related field is preferred.



Minimum number of years and type of relevant work experience:

A minimum of seven (7) years of related, professional work experience is required.

Additional Qualifications include: Ability to establish effective working relationships with others; Excellent written and verbal communication skills; Effective negotiation skills; Good leadership and organizational skills; Ability to understand and utilize PC software programs (MS Word, Excel, WWW, E-mail, etc., MS Access, Great Plains.); Extensive knowledge in the procurement of products and services; Knowledge of the laws rules, regulation and standardized procedures, principles and practices of professional purchasing; Thorough understanding of State of Wisconsin Procurement guidelines preferred; Thorough understanding of UW Madison and UW Systems Purchasing policies and procedures preferred; Advanced purchasing skills in preparing customized contracts for services and advanced negotiation skills to obtain favorable terms for the University preferred; Ability to understand and perform purchasing related tasks using an electronic (Oracle database) purchasing system; Knowledge of cost analysis method, effective contracting techniques, import/export regulations, Prime Vendor terminology and concepts, E-Commerce practices, Contract language appropriateness and requirements, University purchasing environment and special needs and requirements and the University transportation services systems.



Position Summary:

Under the general supervision of the Associate Athletic Director for Business Operations, this position is responsible for Senior Procurement Specialist professional responsibilities which include: contract negotiations and administration; resolving disputes between the Athletic Department and vendors; addressing appeals of non-awards; monitoring and administering resulting purchases to assure contract compliance; organizing committees and chair meetings to explore bid strategies, specification development and contract language; participating in development and coordination of procurement policies and procedures; providing coordination of procurement policies and procedures, technical assistance and the development and presentation of training and outreach for the Athletic Department from other agencies and professional purchasing organizations throughout the country.
