I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. CAMPUS SPECIFIC INFORMATION

The Human Resources Strategic Planning and Technology Unit at the City University of New York oversees planning for Human Capital Management (HCM) programs and technologies to promote effective and efficient availability, utilization, and performance of HRIS at the University. The Project Management Unit seeks an experienced professional to provide operational and system guidance and support to the deployment of a unified time and leave system across the University.

Reporting to the Deputy to the Executive Director of HR Operations, the University Time and Leave System Analyst will oversee the testing, pilot, rollout, and subsequent releases of the time and leave system. He or she will manage the effort between CUNY subject matter experts and Sum Total Systems regarding the implementation of the time and leave system.

Key responsibilities include, but are not limited to:

  • Serve as point of contact for University Time and Leave Management system known as CUNY eTime.
  • Troubleshoot, coordinate process improvements, and prepare system enhancements between end users, Computing and Information Services, Payroll, Human Resources, and the vendor.
  • Create system integration test scripts and user acceptance testing data that will capture unique pay rules and practices for CUNY base title groups.
  • Configure and manage the University's accrual policies by overseeing the principles related to accurate policy implementations while maintaining and updating existing configurations.
  • Maintain physical infrastructure at each of the 24 campuses and Central Administration for implementation readiness and ongoing system compliance and stability.
  • Develop and maintain detailed documentation of procedures and processes to ensure consistency across the organization.
  • Partner with Computer and Information Services (CIS) to conduct specific performance or functional tests associated with application interface.

This position requires the ability to travel to multiple CUNY campuses across the five boroughs of New York City.

MINIMUM QUALIFICATIONS

  1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
  2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

  • Advanced degree in business, public policy, or related field.
  • Vendor relationships management experience.
  • Experience in ERP systems as well as computer proficiency using standard office programs and/or New York City and State payroll systems and related functions.
  • Working knowledge of systems and technologies, using features related to configuration, maintenance, and support.
  • Experience in applying basic project management disciplines relevant to information technology projects including integration, scope, duration, cost, resource, quality and risk management.
  • Understanding of large, multi-site, multi-union higher education and/or governmental organizations.
  • Skill working and negotiating with stakeholders at many levels and with differing expertise to arrive at appropriate solutions, including the ability to determine when to elevate issues beyond a project team to resolve in a constructive manner.
  • Capacity to manage and motivate team members to produce quality deliverables in a timely manner.
  • Strong organizational skills with ability to establish tasks and deadlines, create project plans, and manage multiple assignments with conflicting priorities.
  • Excellent oral and interpersonal communication skills with strong presentation and group facilitation capabilities.
