Position requires a highly motivated and experienced Java Developer to support one or more software enhancement programs, responsible for leading and conducting analysis/design and documenting technical requirements, from a technical perspective, enhancements to complex Java applications and interfaces. The Developer is responsible to support the Business & Technical Analysts and other project team members with the technical perspective and code modification/development during the entire software development life cycle in delivering quality complex modifications to the existing system. Specifically, the Developer works closely with the BA, TA and other stakeholders to validate and baseline system design, works as a liaison between requirements and technical/testing community to provide functional and technical clarity and develops/executes modified code. The Developer specifically supports and plays a major role with both the analysts and the testers. The Developer is also responsible for code reviews of other developer's enhancements. The Developer is generally the first person to validate/determine worthiness of the software product based on compliance of requirements and design specifications by executing function/system testing. The overall testing process responsibility is shared by the BA and SQA personnel. The Developer analyzes and evaluates major system project requirements and design of considerable complexity requiring a thorough understanding of all parameters affecting and interfacing with multiple applications and systems. The Developer is responsible for supporting the analysis and technical discussions of the system in the identification of risks, risk assessment of impact and probability, and implementation of a risk mitigation plan and customer satisfaction. Reviews user requirements and provides direction in the identification of problem(s) and potential resolution(s). Must be able to guide and assist business and technical resources during implementation as required. Position requires direct, hands-on experience with application development and implementing Java based applications. All candidates must possess or have the ability to: Evaluate and understand N-Tier architecture and develop technical solutions in Java; Develop and document technical solutions/design documents from business requirements; Support development of test scripts and execute scripts as well as create, update, maintain, and expand those scripts to be more complete and in consideration of other ongoing software changes; Conduct work product reviews, performs continual review and improvement of the testing process, and stays current with all organizational and enterprise processes, procedures and best practices; Provide technical support to end customer and its components in the development and maintenance of applications and related databases and infrastructure; Provide significant interaction with senior personnel and candidate must be able to operate and perform in a fast-paced environment and have the ability to effectively support a large integrated virtual team; Provide full software development life-cycle support; strong configuration management skills and experience; Facilitate technical team meetings; Work closely with all stakeholders to ensure that all requirements, technical implementations, schedules, transitions plans, and so forth, are fully understood and agreed to; Utilize various system development lifecycles such as waterfall, RUP, and Agile methods; Participate and support extensive requirements gathering, testing, acceptance, release management and training efforts; Possess excellent communications (written and verbal), listening, analysis, reasoning, and problem-solving skills; Possess Configuration Management and/or Information Technology Operations experience; Possesses knowledge and experience in Software Development Life Cycle (SDLC); Possesses knowledge and experience in CMMI, ISO 9001:2000, ISO 20000 and/or ITIL.
Minimum BS/BA and 5+ years of professional experience or MS is preferred or equivalent experience.

Direct, hands-on experience with Java application development and maintenance in highly integrated teams and multi-agency environment. 5+ years of applicable and direct experience as a Java developer. Software development/design experience in waterfall and Agile environment experience including industry experience with Heath IT, Health Information Exchanges, and government agencies such as VA, SSA, and DoD. Experience with J2EE, XML, HTML, Xpath, .NET 4.0, Linux, SQL, Oracle, GlassFish, JVM, HL7v3 standards, HITSP standards, SOA, Configuration Management, Git Repositories, and Open Source development.
