Assistant Director, College Human Resources

The Assistant Director will oversee and manage the day-to-day operations and HR activities for University of Illinois Extension and the College of ACES. This will include providing leadership and guidance in the areas of academic search processing, employment and hiring practices, appointment processing, and other HR functions. This position reports to the Director, College of ACES Human Resources.

The Assistant Director is a full-time, non-tenure, academic professional position appointed on a 12-month service basis. The expected start date is as soon as possible after the closing date. Salary is commensurate with experience and qualifications.

Duties and Responsibilities

Oversee and facilitate all academic hiring and academic appointment activity for UI Extension and provide support for college departments in these areas as needed.

Manage and oversee search and hiring practices, ensuring overall effectiveness and compliance. Continually work with UI Extension and College departments to provide current hiring processes and procedures as driven by campus or other regulatory needs.

Serve as the primary contact for UI Extension regarding academic questions, concerns, policies, and procedures.

Manage the development and distribution of HR related processes, procedures, and templates in an effort to drive efficient operations within ACES HR, with an understanding of individual departmental/Extension needs to proactively seek areas for improved efficiencies.

Work with the Director, ACES HR in assuring compliance with the Equal Employment Opportunity program in all of its aspects as outlined in the UI Extension EEO Program as well as college guidelines for academic and civil service hires, gathering and analyzing data as needed, including annual goals for Extension.

Oversee and maintain timely, efficient, and high quality HR services for Extension and college departments, which will require intuition, recommendations and insight regarding a variety of appointment requests (often non-standard appointments) while working closely with campus HR units.

Provide recommendations and coordination within established policies for a range of employment related initiatives. This includes promotions, recruitment, screening, selection, and placement of all academic employees of UI Extension as well as staff reductions (NONRS) and position related changes affecting existing staff members.

Work with Director and Associate Director to move forward strategic and special projects to further the mission of the college, campus and university.

Provide guidance to UI Extension related to background screening policies/issues, and serve as a resource to management ensuring compliance in this area.

Advise and oversee employee leaves for UI Extension including FMLA, SURS Disability, and Worker's Compensation, as well as other University leave options that may be available. Advise employees and supervisors of academic vacation/sick leave reporting issues/questions.

Utilize professional expertise to provide guidance, interpret, and apply policies and procedures related to visa (J-1, H-1, F-1 OPT, etc.); work closely with the International Student and Scholar Services (ISSS) office, departments and foreign nations throughout the process as needed.

Oversee, monitor, and enhance robust employee focused onboarding and exit strategies for UI Extension.

Represent Extension in various capacities both on campus (such as participating as a part of a committee, advisory group, or similar collaborative efforts) as well as off campus (attending and possibly contributing at regional or national conferences).

Develop/conduct training in areas identified by Extension and/or ACES HR. Areas may include search and hire process, system use (Hire Touch), policies, procedures, etc.

Serve as ACES HR representative on campus and college committees/focus groups/trainings when new systems or processes are being implemented.

Attend campus meetings and trainings to keep abreast of new information regarding HR processes. Present this information to the college departments at the monthly ACES HR contacts meeting.

Work closely with ACES HR staff to collaborate on complex employee relations situations using discretion and guidance to conduct research, interpret findings, and make recommendations for various HR-related situations.

Serve as a back up for Federal Retirees (CSRS) inquiries, processing and record-keeping.

Serve as a back up to the Associate Director, ACES HR and others in the office as needed.

Occasional travel throughout the state as needed.

Position Requirements and Qualifications

Required: Bachelor's degree. A current affiliation with the Urbana-Champaign Campus. At least 3 years of human resources work experience at the University of Illinois at Urbana-Champaign in a large academic unit. Experience with University human resources enterprise systems: Banner, HR Front End, Hire Touch and Tracker. Proficiency using my.dot applications and its functions. Demonstrated leadership skills, as well as excellent problem-solving and communication skills. Proven ability to interact with a broad array of internal and external constituents.

Preferred: Master's degree in human resource management, human resources development, labor and employee relations, or closely related area. Experience with and knowledge of both academic and civil service personnel policies and procedures at the University of Illinois. Experience in search and hire processes and policies and visa processing. Experience with employees that contribute to the Federal Retirement system CSRS and/or employees that focus on extension outreach in higher education.
