Responsible for the strategic planning, development and administration of the annual budgets for the Department (in excess of $37,000,000). Oversees all revenues and expenditures of the Department by preparing monthly/quarterly reports with current revenue and expense and provides projections for year end. Identify any budget variances and provide appropriate explanation to the Division’s budget office quarterly Prepare all financial reports of the Department including financial components of strategic plans. Manages the fiscal year end closing for the Department. Remains current and provides training to Departmental staff on budget, purchasing, accounts payable, and other relevant fiscal policies and procedures. Oversees journal entries for various transactions for the Department. Ensures that the Department is following generally accepted policies and procedures from Controller’s Office. Coordinates and oversees the purchasing and accounts receivable processes of the Department. In collaboration with the Department’s senior leadership, manage contractual and/or purchasing arrangements with external vendors and other University departments, e.g. parking, food service, telephones, cable TV, data lines, computer services and labs, etc. In collaboration with the Director of Housing Operations and Facilities develops reports on housing demand, occupancy, revenue, expense, and rate projections. Prepares business plans for various capital and non-capital projects. Prepares 5 year Operating and Capital Plans for the department Oversees the Department’s preparation and submission of human resource documents. Supervises the Senior Administrative Assistant and Customer Service Rep and indirectly 8 – 10 student assistants Oversees the recruitment selection, training and ongoing staff development of full time direct reports Coordinates evaluation and performance appraisal program for direct reports Maintain current statistics and reports detailing the Department’s workforce. Ensures that personnel are informed of and comply with federal, state, and UM fiscal and personnel policies and procedures. Approves personnel documents in regard to new hires, status changes, and terminations in the absence of the Director. Provides liaison with the offices of Budget, Comptroller, Accounts Payable, Purchasing, Business Services, Payroll, Personnel, and Budget Office of the Vice President for Student Affairs. In collaboration with the other Directors, manages personnel functions of the Department that pertain to professional & support staff. This includes, but is not limited to, benefits administration, performance appraisals, training, vacation scheduling, and grievance procedures. Coordinate payroll functions of the Department. Oversee expenditures of college work-study funds and adherence to college work-study policies and procedures. Responsible for updating and maintaining the Department’s U-Space allocation. Responsible for updating and maintaining the Department’s capital equipment inventory. Represents the Department to the University Affirmative Action Office. Performs other duties and special projects as assigned by the Director of Housing and Residential Life, such as hurricane preparation and opening and closing of facilities.

• Exceptional skills in budgeting and financial management, including: generating financial reports, developing projections, auditing, and analyzing variances.
• Ability to organize and prioritize complex tasks and work as an integral part of a management team.
• Must possess a strong working knowledge of accounting principles, spreadsheets, purchasing, accounts receivable and familiarity with human resources policies and procedures.

Education Requirements (Essential Requirements):
• Bachelor’s Degree in Business/Accounting. Master’s Degree in Business/Accounting or Public Administration strongly preferred.

Work Experience Requirements (Essential Requirements):
• Seven (7) years of progressive experience related to management, finance, accounting, and budget.
