Senior Director of Human Resources Operations
Reporting to the Assistant Vice Chancellor for Human Resources, the Senior Director of Human Resources Operations has primary responsibility for the planning, development and delivery of key human resource functions, including recruitment and staffing, compensation and benefits administration. The incumbent will also serve as the immigration liaison for faculty and staff. The Senior Director of Human Resources Operations is responsible for ensuring compliance with all applicable federal and state laws and regulations, as well as all applicable University policies and contractual obligations within those general areas. Duties include, but are not limited to:
- Oversee all recruitment and staffing activities under the staffing and compensation area of Human Resources; oversee all staff compensation systems;
- Implement and manage university-wide background check policy for all benefitted and non-benefitted staff; serve as adjudicator for all background check requests;
- Assist with identification of and support for organizational capabilities and maximum use of talent resources within the Department of Human Resources;
- Oversee all employee benefit program administration, including open enrollment in GIC benefit plans, new employee orientation and retirement plan informational seminars;
- Work collaboratively with the HR leadership team for the development and implementation of human resources policies, program and services;
- Work closely with the Director of Training and Organizational Development to provide appropriate and effective advice and coaching to employees and supervisors, as needed;
- Ensure that human resources files, systems, policies and practices comply with federal, state and local laws and regulations;
- Research operating policy and procedure issues and develop and/or revise such policies as appropriate;
- Provide counsel and direction for campus managers, supervisors and employees on non-labor, job-related and performance management issues;
- Manage the processing of immigrant and non-immigrant visas for all faculty and staff, particularly H, O, TN and PERM; advise and consult with faculty and staff members on various visa types, travel restrictions, filing and legal fees, documentation requirements and waiting periods; assist departments with resolving immigration issues;
- Evaluate the on-going effectiveness of human resources policies and procedures and identify opportunities and methods for improvement within areas of responsibility;
- Participate in regular meetings and may serve on a variety of University-wide committees, as directed;
- In the absence of the Assistant Vice Chancellor, lead the Department of Human Resources;
- Perform other duties as assigned.
Bachelor's Degree, Master's Degree preferred, and seven-ten years of progressively responsible experience as a human resources generalist, preferably in higher education, is required. Experience writing and implementing human resources policies and procedures is required. Experience in developing recruitment strategies and administering employee compensation programs, performance management programs and employee benefits programs is preferred. Experience working in public sector and/or highly unionized environment preferred.
- Thorough knowledge of federal, state and local laws governing equal employment opportunity and civil rights, workers' compensation, wage and hourly issues, and labor relations, including, but not limited to, the following statutes and their state and local analogues (where applicable): Title VII, ADEA, Equal Pay Act, Pregnancy Discrimination Act, FLSA, ADA, OSHA, FMLA, ERISA, and NLRA;
- Thorough knowledge and understanding of Human Resources processes, with the ability to manage and flawlessly execute a high volume of work;
- Knowledge of administrative office databases and software, including Microsoft Office;
- Demonstrated sensitivity to, understanding of, and ability to interact effectively with people of diverse academic economic, cultural, ethnic and disability backgrounds;
- Ability to align practices, policies, and procedures with departmental and university-wide objectives;
- Ability to initiate, develop and maintain productive relationships with internal and external constituents;
- Ability to understand the critical importance of confidentiality and ability to maintain confidentiality at all times;
- Demonstrated ability to foster strong relationships with administrators, employees, campus leadership groups and other key stakeholders at all levels of the institution and to ensure that Human Resources services are equitable, effective and efficient;
