CONTENT OF THE JOB:

Under general direction of the Assistant Director, Facilities - Grounds, the Manager is responsible for campus landscape/grounds maintenance, solid waste/recycling operations, overseeing the operation of campus Arborist team, and maintenance of vehicles and equipment in department fleet. The Manager coordinates schedules and supervises the work of unionized staff and contractors; provides direction to staff; inspects work sites; investigates and resolves problems independently. The Manager ensures that campus is maintained in an aesthetic, safe condition within budget constraints and is safe for all users and visitors to the University.

MAJOR RESPONSIBILITIES:
  • Prepares work schedules and monitors the work of unionized hourly personnel as well as designated contractors to meet the needs of the responsibility listed above. Responsible for daily and long term performance of assigned staff. Performs frequent visual inspection of campus to ensure work schedules and practices are appropriate and sufficient to meet University and industry standards.
  • Evaluates requirements and makes recommendations for workforce needs, material or equipment needs and/or changes as appropriate. Performs inspections to evaluate short and long term goals as well as ensures adherence to specifications and compliance with University, state, federal laws, policies, and industry standards; monitors equipment for good working condition and safety.
  • Evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Completes employee forms such as vacation, sick, and accident reports. Administers collective bargaining agreement and other work policies, and participates in the grievance process. Participates in the recruiting process and review of candidates' qualifications for internal promotions and transfers.
  • Establishes and maintains landscape plantings.Develops program of cultural practices (pruning, weeding, mowing and trimming,) in order to maintain athletic and recreation
  • Develops, implements, and monitors programs for plant health and soil fertility for campus landscape and native areas; conducts soil sampling and understands the soil chemistry in order to implement fertility programs and management programs. Anticipates conditions favorable to insect and disease outbreaks on landscape plants, monitors for symptoms, outbreaks & infestations; takes appropriate (preventive and curative) actions.
  • Maintains oversight for the artificial turf on campus in assigned area; examples include responsibility for ensuring cleanliness, spiking and grooming procedures.

  • Responsible for training and development of assigned staff including safety and technical training. Enforces safe work practices and conditions associated with Grounds and Solid Waste operations.
  • Responsible for completion and maintaining accurate logs and reports related to equipment. Oversees maintenance and repairs of assigned equipment and vehicles.
  • Participates in the review of plans and specifications for construction related to landscape maintenance within areas of responsibility. Oversees projects as assigned.
  • Responsible for holding others accountable for executing process and work system changes and implementation.
  • Participates in management development programs and technical training.
  • Performs miscellaneous job related duties as assigned

QUALIFICATIONS:
  • Bachelor's degree in Horticulture / Plant and Soil Sciences or related discipline with four years related experience.
  • Management experience in institutional horticultural or commercial grounds management setting.
  • Working knowledge of, landscaping, ornamental horticulture, Arboriculture, refuse collection / disposal& recycling , snow removal and deicing materials and procedures, turf management , irrigation systems.
  • Computer literacy that includes spreadsheet and word processing software.
  • Effective interpersonal skills, verbal and written communications skills.
  • Ability to interact with all levels of the university community.
  • Previous experience operating grounds equipment preferred.

SPECIAL REQUIREMENTS:
  • Must possess a valid driver's license and regular access to private means of transportation in order to maneuver throughout Newark campus and Wilmington locations.
  • Certification as a Pesticide Applicator required.
