SUMMARY


This is an academic and visionary leadership position, responsible for both the HCC Online and instructional technology support services of Houston Community College. The Dean operates in a highly collaborative division and district-wide environment and works effectively with a broad range of instructional, IT, student services, and other administrative professionals. The position reports to the Associate Vice Chancellor, Instructional Services.

HCC Online: Provides executive leadership for the planning, development, and delivery of distance learning programs and courses, including online and blended learning. In addition, this individual works collaboratively with instructional leaders, faculty, the HCC administration, and other academic colleagues to ensure a unified approach and high-quality teaching and course delivery standards in the online teaching/learning environment. The position provides leadership for assuring accreditation, accessibility, and other considerations related to online learning.

Instructional Technology: The position provides executive leadership for comprehensive instructional technology support throughout the HCC district. Responsible for the planning, development, operation, funding, and budget decisions related to college-wide use of instructional technology and resources. The position is responsible for planning and managing the effective application and implementation of instructional technology for faculty.

Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable law, regulation, policies and procedures.

Manage Human Resources activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling and performance evaluations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Leadership

a. Provide leadership in developing and implementing professional development opportunities all staff and faculty teaching online;

b. Provide leadership in the development and implementation of courses and programs as appropriate;

c. Report to the VCIS/CAO and AVC/IS on plans and progress involving student enrollments, contact hours, fill rates, and student persistence, completion, placement rates, and if appropriate, accreditation status and licensure rates;

d. Provide leadership to develop and implement short and long-range strategic plans to advance HCC's mission in online learning and instructional technology;

e. Responsible for the overall administration of all distance and hybrid course development and training activities;

f. Provide leadership in the development and implementation of an integrated program of campus-based and college-wide online instructional technology services which support the college's instructional programs;

g. Foster collaboration among instructional units and programs, work with faculty, staff and administrators college-wide to achieve a shared vision for online course delivery and instructional technology throughout HCC;

h. Provide leadership in the design, development, and delivery of technology-mediated learning;

i. Lead in the research, development, and execution of emerging and innovative methods for course delivery and instructional technology;

j. Collaborate with academic leadership to establish, implement, maintain, and evaluate quality assurance measures for technology-mediated learning;

k. Ensure compliance with online learning accreditation standards and industry regulations relating to online learning programs including state authorization and accessibility compliance;

l. Responsible for gathering accurate data and implementation of decision-based use of data, metrics, and other tools that track both operational and educational success; and

m. Provide administrative leadership to the Directors, College Educational Technology Services to build faculty awareness and competency with instructional technology in teaching and learning environments.

1. Management

a. Evaluate the performance of all direct reports in assigned area(s) of responsibility;

b. Market specific instructional programs to the college community and the general public;

c. Facilitate team building and consensus;

d. Facilitate and oversee planning that will aid in maximizing enrollment growth and revenue generation as it relates to online learning;

e. Grow the number and offering of fully online degrees and certificates;

f. Monitor accurate and current information of assigned programs web sites and social media sites;

g. Manage all web development as it relates to online learning and the offering/implementation of instructional technologies;

h. Manage the daily operations of HCC Online and all Curriculum Innovation Centers;

i. Manage assigned budget and assigned staff, including recruiting, hiring, training, and evaluation; and

j. Identify new distance and distributive learning technologies and evaluate the appropriateness for HCC use.

2. Instructional Development

a. Provide recommendations to the AVC/IS regarding instructional technology;

b. Create, publicize, and maintain current college articulation agreements for assigned instructional programs, where applicable;

c. Along with the AVC/IS, develop program goals and objectives and monitor outcomes;

d. Work collaboratively with all appropriate chairs, program coordinators, and appropriate college-based staff, inclusive of presidents, other deans, and directors to grow area related programs district-wide; and

e. Work collaboratively with the AVC, College Readiness regarding area high schools and four-year institutions to ensure that students have opportunities for appropriate online education.

3. Administration

a. Prepare and monitor administrative budgets and expenditures in consultation with the AVC/IS and the Executive Director, Administrative Services;

b. Serve as the budget authority for assigned program areas;

c. Serve on College and District committees as appropriate;

d. Work effectively with Deans, COE Directors, and Chairs to ensure effective and strategic scheduling and enrollment management practices;

e. Act as liaison with District, State, and Federal governing bodies regarding HCC programs and practices as needed;

f. Create and collaborate on grant opportunities relating to serving the needs of online learners and the application of instructional technologies;

g. Administer comprehensive student services as they relate to serving the needs of online learners;

h. Collaborate and provide consultation to IT leadership to ensure the appropriate technology infrastructure is in place to support online and instructional technology delivery;

i. Research and stay current on contemporary issues relating to online course development and quality assurance of technology-mediated learning. This includes copyright/intellectual property, online course design standards, and accessibility;

j. Provide executive level staff support and serve on assigned internal and external committees and task forces; and

k. Support HCC faculty and student use of a broad variety of instructional applications.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.

EDUCATION

A minimum of Master's degree in an academic area appropriate to the field of online learning, instructional technology, instructional administration, or an associated field is required. An earned Doctorate from an accredited institution is preferred, but not required.

EXPERIENCE

• A minimum of seven (7) years of demonstrated significant operations, process, and project management experience including at least five years in a leadership role overseeing distance learning in higher education;

• Experience in working with a diverse student body and staff;

• Demonstrated online teaching experience at a two-year and/or four-year college or university;

• Strategic leadership, management, and planning experience;

• Demonstrated experience forecasting, planning, maintaining, preparing and monitoring an instructional area budget;

• Demonstrated experience with compliance and quality standards, and higher education accreditation requirements related to online learning programs;

• Demonstrated experience effectively making decisions that have major implications on the management and operations within a department; and

• Demonstrated experience and familiarity with the implementation, maintenance, and operation of Canvas (or equivalent LMS).

2. An awareness of current issues in community college education, specifically in the areas of online learning and instructional technology, and an understanding of how they impact HCC;

3. Knowledge of and experience with accepted techniques and strategies for evaluating online programs and instructional technology;

4. Grant management experience preferred;

5. Comprehensive knowledge of regulatory online learning theories, concepts, and practices;

6. Knowledge of the issues and latest trends in higher education as they relate to distance education and instructional technology;

7. Advanced project management skills;

8. Demonstrated success in cultivating strategic alliances and partnerships internally and externally;

9. Strong commitment to providing customer service;

10. Ability to collaborate, negotiate and resolve conflicts on major projects;

11. Effective consultative, presentation, collaboration, and negotiation skills;

12. Flexibility, adaptability, and strong time management skills and ability to work effectively under the stress of timelines;

13. Ability to develop and maintain relationships with key contacts to enhance work flow and quality;

14. Excellent written, verbal and interpersonal communication skills;

15. Ability to collaborate with both internal and external regulatory agencies;

16. Ability to work across organizational lines and effectively with various program faculty, deans, directors, chairs, and other instructional leaders; and

17. Sensitivity to respond appropriately to the needs of a diverse population.
