The Coast Community College District includes three separate colleges: Coastline Community College, Golden West College and Orange Coast College. There is a District Office of Human Resources and a College Office of Human Resources at each college. The Director position described herein administers the human resources functions at the College.
Under administrative direction, is responsible for managing college employee relations issues and investigations, college professional development programs, and other employee development related issues. Incumbent plans, directs, supervises and coordinates the activities, services, and functions assigned to the college human resources department, including recruitment, workers compensation, compliance, contract administration, professional development and equal employment opportunity/staff diversity programs. The incumbent will partner with District HR to deliver solutions to employee relations issues aligned with organizational goals, in accordance with all applicable policies, laws, regulations and government requirements.
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
a. Develops, implements, and evaluates professional services, support, and training for college workforce in areas relating to employee relations, development, and engagement.
b. Provides coaching and recommendations on matters that affect employment status, equity and diversity, and performance management.
c. Provides fair and impartial insights and recommendations in work-related employee conflicts.
d. Maintains professionalism in all group and individual meetings.
e. Serves as a partner and liaison with District Human Resources and college administration on various employee relations matters.
f. Facilitates interactive processes, including documentation, communication, evaluation, and follow up; collaborates with other departments (e.g. District Human Resources, Risk Services, Benefits, etc.) to ensure compliance and coordination of available resources and services.
g. Partners with District Human Resources on formal DFEH, EEOC, and Title 5 Investigations.
h. Participates in Title IX investigations in collaboration with the College Title IX Coordinator, as appropriate for matters involving employees.
i. Conducts investigations and prepares documentation and reports related to complaints of discrimination, sexual misconduct, sexual harassment and other work-related issues or complaints; recommends appropriate resolution of complaints and monitors results.
j. Partners with District Human Resources to develop and maintain a system to manage employee relations cases from intake to resolution.
k. Provides proactive mediation of work-related matters that adversely affect morale and productivity.
l. Attends meetings as employee-management liaison to facilitate communication between participants, addressing and resolving concerns in the workplace as they arise.
m. Identifies, recommends, and oversees implementation of appropriate actions to accomplish a timely resolution of employee concerns.
n. Maintains positive relations with organizational leaders by responding to employees' concerns, addressing issues proactively and advising management regarding proper application of contract provisions, District policies and procedures, and other regulations.
o. Serves as an active team member, promoting and demonstrating a participatory culture.
p. Helps foster a work environment that promotes teamwork, performance feedback, recognition, mutual respect, and employee satisfaction.
q. Promotes proactive management practices to reduce grievances, unfair labor practice charges, charges of discrimination and employment-related litigation.
r. Fosters staff participation in professional development and training programs.
s. Supervises and evaluates the work of the human resources office staff.
t. Plans, directs and supervises the functions of the campus Human Resources Department, e.g. recruitment, selection, workers compensation, professional development, injury and illness reporting, and review of performance evaluations.
u. Prepares and monitors annual budget for the Human Resources Department and the college's Staff Diversity allocation.
v. Performs or assists with other duties and projects as assigned.
Education and Experience:
1. Possession of a Bachelor's degree from an accredited institution, preferably in human resources, public administration, business, or a closely related field.
2. At least five years of directly related experience, including two years in a supervisory or lead role.
3. Or, the equivalent combination of education and experience to meet the required qualifications of the position.

7. Organizational behavior, organizational analysis and project management.
8. Current federal and state laws pertaining to employment and harassment prevention programs.
9. Higher education labor and employee relations practices.
10. Collective bargaining agreements.
11. Deal with faculty, students, staff, administrators, community members and others in a manner which shows a high level of professionalism, sensitivity, tact, and understanding in a culturally and ethnically diverse educational environment.
12. Develop, implement, and evaluate a variety of employee training, development, and engagement programs.
13. Speak and present information clearly, concisely and effectively to large and small groups.
14. Draw sound conclusions and make responsible recommendations.
15. Work effectively as a team member and/or group leader.
16. Resolve conflicts and diffuse employee related issues, concerns, and situations in a fair and impartial manner.
17. Interact effectively with all levels of the organization.
18. Work both independently and in consultation with District Human Resources in the grievance process and progressive disciplinary action process.
19. Compose documentation, letters, responses, and other written communications accurately and professionally.
20. Establish and maintain positive working relationships with management, employees and exclusive representatives.
21. Interpret and administer policies, procedures, and contract provisions.
22. Effectively use District technology (i.e., Banner, NeoGov) and updated desktop software (i.e., Microsoft Work, Excel, Outlook and Power Point).
Conditions of Employment
This is a full-time, 12-month, classified management position. The normal hours of work will be 8:00 a.m. to 5:00 P.M., Monday through Friday. However, some flexibility such as evenings and week-ends will be required to meet the needs of the department. The effective date of employment will be arranged with the College President.
