JOB SUMMARY:
Under the direction of VP of Workforce Development & Institutional Advancement or designee, provide apprenticeship program support, career advising, job and internship referral services for Foothill College Career & Technical Education (CTE) programs & students. The position requires specialized subject matter expertise in the areas of apprenticeship, career advising, career and technical education programs, workforce development and best practices in CTE & work-based learning. Position requires the ability to assess the regional employment landscape including accessing data such as the labor market index (LMI), ONET, Centers of Excellence and other workforce related data sources and maintaining program and marketing materials that reflect the local labor and workforce needs. Position requires the ability to network and build relationships that support and enhance program goals including building and maintaining a database of career and internship activities which can be easily accessed by students, employers and public. Incumbent will serve as the lead in coordinating College & Career, CTE and Internship fairs both on campus and in the community as well as workforce related seminars and workshops. Position is also responsible for maintaining a department budget and applicable CTE, Apprenticeship, and Workforce related grants and funding including submitting monthly, quarterly and annual reports as directed by grant or supervisor.

In addition to the applicable example of duties identified below, the incumbent will also have primary responsibilities for:

  1. Provide overall direction and guidance in the day-to-day operations, problem solving and decision-making regarding Foothill College's Career and CTE Internship program.
  2. Assist apprenticeship program coordinator in program monitoring and reporting requirements.
  3. Determine student eligibility for internship-for-credit class.
  4. Provide career advising, internship and job placement opportunities for CTE & Workforce Development students to facilitate student learning by assisting students to secure appropriate internships to enhance overall academic experience and learn skills essential to conduct a successful job search
  5. Coordinate College & Career, CTE and Internship events on campus and in the community.
  6. Coordinate & facilitate workforce related seminars and workshops centered on job readiness (soft skill) training such as resume writing, interviewing and communication techniques.
  7. Develop new and maintain current internship sites; coordinate delivery of services to program participants including monitoring of internship sites; assure participation guidelines are followed.
  8. Assure program expenditures are within allocated budgets; monitor budgets; submit monthly, quarterly & annual reports.
  9. Establish appropriate linkages to special populations or community groups served; promote program through participation in advocacy groups, associations and other local, regional or national organizations.
  10. Provide work direction and guidance to others assigned to the program; assign work to other classified personnel, students, volunteers and others; provide input to performance evaluations.
  11. Work across Foothill College to ensure communication & coordination of activities. This includes communicating & coordinating activities with necessary departments such as but not limited to: marketing & outreach, student services, academic divisions & workforce development division.
  12. Implement program policies and directives according to District, federal or State guidelines.
  13. Serve on College shared governance committees or community/workforce related committees as directed by supervisor.
  14. Knowledgeable of best practices as it relates to work readiness, work based learning & internships.

DEFINITION:
Under the direction of an assigned supervisor, provide overall direction and guidance to the day-to-day operations, problem solving and decision making regarding an assigned program; implement program policies and guidelines; provide for program reporting and accountability; provide work direction and guidance to other program personnel; monitor program budgets.

EXAMPLE OF DUTIES AND RESPONSIBILITIES:
Depending upon assignment, duties may include, but are not limited to, the following:

  1. Provide overall direction and guidance to the day-to-day operations, problem solving and decision-making regarding an assigned program; implement program policies and directives according to District, federal or State guidelines.
  2. Provide work direction and guidance to others assigned to the program; assign work to other classified personnel, students, volunteers and others; provide input to performance evaluations.
  3. Develop, recommend and implement program plans and objectives; coordinate delivery of services to program participants; assure participation guidelines are followed.
  4. Assure program expenditures are within allocated budgets; monitor budgets; propose budget changes and participate in project budget applications as necessary.
  5. Establish appropriate linkages to special populations or community groups served; promote program through participation in advocacy groups, associations and other local, regional or national organizations.
  6. Provide regular reports to management and federal/State agencies as requested; participate on program reviews; assure program compliance with federal or State program guidelines.
  7. Serve as liaison between program personnel, participants, clients, administrators, faculty and students; provide information, program requirements and other pertinent information.
  8. Develop, coordinate, promote and oversee a broad range of programs.
  9. Develop workshop materials, promotional materials and other program documentation.
  10. Operate a computer and other office equipment as assigned.
  11. Design, develop and present workshops for students and with varied learning styles and cultural backgrounds.
  12. Assist in curriculum planning and development; provide input to faculty and staff regarding program offerings.
  13. Serve as program administrator in the absence of program supervisors.
  14. Perform related duties as assigned.

MINIMUM QUALIFICATIONS:

  1. Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  2. Any combination equivalent to a Bachelor's degree in a related field AND two (2) years related work experience.

PREFERRED QUALIFICATIONS:

  1. Experience in apprenticeship, CTE programs, career advising, career and technical education, internships or work based learning programs.
  2. Understanding of how to access labor market data such as labor market index (LMI), ONET, Centers of Excellence and other workforce related data sources.
  3. Experienced in outreach, recruiting and/or building education to employer relationships.
  4. Motivated self-starter with the ability to problem solve and use good judgment
  5. Ability to manage budgets and provide program reporting and accountability
  6. Computer and Internet research skills required.
  7. Ability to network and provide a strong connection between Foothill College Workforce & CTE programs and local companies, businesses, agencies and employer representatives.
  8. Excellent interpersonal, written, and verbal communication skills.
  9. Excellent public relations and presentation skills are a must.
