Job Summary/Basic Function: Buyer II, under general supervision, performs moderately complex purchasing duties with the purpose of obtaining supplies, equipment, and services.

Work Hours: Typically Monday-Friday, 8 a.m. - 5 p.m. May require some evening and weekend hours.

PURCHASE ORDERS/BIDS
Awards purchase orders and contracts to selected vendors.

Prepares and maintains purchase order document files to include: bid lists, bid tabulations, purchase orders, change orders, vendor performance records, damage claims, specifications, contracts and all other pertinent purchasing documents.

Develops specifications/statement of work for formal bids. Issues RFP/Bid, analyzes responses and recommends best value award.

Expedites purchases and resolves damaged freight issues.

PRODUCT SERVICES
Receives and processes purchase requisitions through purchase order development for products and services. Analyzes requisitions/orders to insure all proper bidding procedures have been met.

Researches and recommends sources for products and services.

Develops specifications for products and services.

VENDOR ASSISTANCE
Assists departments in identifying requirements and developing specifications. Interviews prospective vendors to meet customer requirements.

Negotiates with vendors for pricing, delivery, warranty and service levels. Resolves quality, pricing and shipping disputes.

Responds to vendor complaints and assists in resolution.

Assists users with procurement card (p-card) purchases and reconciliation of their account.

Trains and guides departments through the procurement and P-Card procedures and processes.

Qualifications

Education

Necessary Qualifications: Bachelor's degree in applicable field.

Preferred Qualifications:

Experience

Necessary Qualifications: Two (2) years of work experience in procurement/purchasing

Preferred Qualifications: State of Texas purchasing experience.
