Manager of Institutional Equity
Reporting to the Title IX & Inclusion Officer (T9IO), the Manager of Institutional Equity will serve in a key role in furthering the mission of the Title IX & Inclusion office to develop and manage the University's equal opportunity programs, including Title IX, as well as broad, cross-divisional diversity and inclusion initiatives to support the campus-wide goals and objectives, in accordance with all applicable federal and state non-discrimination requirements and laws.
Supporting the Title IX & Inclusion office's mission of fostering and sustaining an open and inclusive environment at CSU Channel Islands, the Manager of Institutional Equity's primary responsibilities include: Providing University-wide ongoing consultation, technical assistance and advice regarding equal opportunity compliance under law across all areas of the campus; investigating complaints made by campus community members, including students, faculty and staff, or associated third parties alleging civil rights violations and/or other misconduct and issuing factual findings, conclusions and response; providing effective training and developing innovative and diverse learning tools, including events and programming, for employees and students in order to promote equity, access and inclusion on campus; preparing and submitting reports and audits on equal opportunity compliance issues as required under federal or state law or by regulatory bodies. In addition to these primary responsibilities, the Manager of Institutional Equity will also collaborate with the T9IO to develop prompt, effective, and appropriate responses to allegations of discrimination, harassment, retaliation (DHR), domestic violence, stalking and sexual misconduct reports made to the University, in accordance with CSU Executive Orders and policies. The nature of the work performed is highly confidential and sensitive and requires collaboration to ensure comprehensive response by appropriate University partners including but not limited to University Housing, Human Resources, Faculty Affairs, University Police Department and the Office of General Counsel.
REQUIREMENTS OF POSITION:
Bachelor's degree in a related field. Minimum 2 years of direct experience working on matters of equal opportunity regulatory compliance, with at least one year of investigation experience reviewing allegations of sexual harassment and/or misconduct.
Strong working knowledge of legal requirements under applicable federal & state civil rights laws including but not limited to Titles IV, VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1991, and Sections 504 & 508 of the Rehabilitation Act of 1973.Demonstrated ability to work with & develop a strong rapport with individuals across the human diversity spectrum. Demonstrated ability to capture verbal allegations & statements in writing, remain an objective & neutral fact-finder, apply the facts in the record to the appropriate legal analysis/theory, draft reports that are cogent, factually accurate & legally sound recommending the appropriate disposition on each issue, and handle sensitive cases that may be high-profile and emotionally charged in a prudent & confidential manner. Demonstrated ability to exercise a high level of tact, good judgment, discretion, & diplomacy, and to establish & maintain cooperative working relationships with a diverse population, including co-workers, students, management, faculty, and off campus entities. Ability to make good decisions & accept accountability for outcomes. Ability to communicate clearly & effectively verbally and in writing. Strong collaborative and collegial interpersonal skills. Knowledge of the practice of a trauma-informed approach to equal opportunity investigative work. Technological savvy, including knowledge of social media applications used by students & student database systems. Ability to interact with faculty, staff at all levels of the organization, with undergraduate and graduate students, and with other key constituents such as University Police and the Chancellor's office, etc. Ability to maintain high quality/standards of work, ethics, commitment, and professional responsibility. Ability to research, understand, interpret, communicate, and apply technical procedures and regulations as well as federal, state, CSU and University policies and procedures, including CSU Executive Orders. Skilled in organizational & time management with the ability to set own priorities to coordinate multiple assignments with fluctuating & time-sensitive deadlines. Comfort with a variety of computer applications.
Preferred: JD, MA or certificate in related area. Skilled at the practice of a trauma-informed approach to Equal Opportunity and/or Title IX work. Experience in public higher education. Experience in developing & delivering EEO and/or Title IX related training programs. Experience in a unionized environment. Recent certification(s) in Equal Opportunity and/or Title IX investigative training. Familiarity with CSU Executive Orders, The Clery Act, and Title V, California Code of Regulations (41301, et seq.)
Must be willing to travel & attend training programs off-site for occasional professional development. Must be able to work occasional evenings, holidays and adjust working hours to appropriately respond to sexual misconduct and/or interpersonal cases.
