Job Summary/Basic Function: Responsible for all aspects of accounting, reporting, student business services, procurement and payroll functions for the campus. Responsible for development and monitoring of the university's budget, ensuring the performance is the university's annual inventory of accountable and controlled property, developing Legislative Appropriations Request, and for preparing the university's annual financial report.

Work Hours: Typically Monday - Friday; 8 a.m. - 5 p.m. Will be required to work extended hours when necessary.

Ensure adequate supervision and control of financial activities related to procurement, general ledger accounting, grants, contracts, financial reporting, cash management, accounts payable, accounts receivables, student accounting, cash receipts and disbursements, bank reconciliations, payroll, property management, and the financial aspects of registration and student financial aid.

Responsible for the formulation and oversight of the annual operating budget, Legislative Appropriation Request, and the annual financial report.

Responsible for all financial operations of the campus, including design of the fiscal systems, policies and procedures, preparation of reports, conducting financial analysis, and providing adequate controls over all systems.

Interface all accounting systems to state and federal systems, such as, Uniform Statewide Accounting System (USAS), Automated Budgets and Evaluation Systems of Texas (ABEST), and automated clearing house/electronic funds transfer (ACH/EFT).

Monitor expenditures to ensure they are authorized and proper. Monitor budgets and departmental accounts for trends to ensure proper obligation of funds. Provide fiscal input and financial guidance relating to systems, such as, payroll, insurance, purchasing, Student Information System, and registration.

Provide financial information, records, and other required support to auditors, both internal and external. Serve as liaison with the State Comptroller's Office, the State Auditor's Office, the Office of the State Treasurer, and other state and federal organizations.

Qualifications

Education

Necessary Qualifications: Bachelor's degree in accounting or applicable field.

Preferred Qualifications: Master's degree in business.

Experience

Necessary Qualifications: 10 years of progressively responsible work experience in high level accounting plus 5 years of relevant management experience, preferably in higher education.
