At Stony Brook Medicine, the Assistant Administrator for Construction Management and Project Management will be responsible to coordinate the approved construction activities of new construction projects small to medium size projects at Stony Brook Medicine. The incumbent ensures that all construction projects are constructed to the appropriate building codes and within the approved budget and time duration. Must oversee the preparation of bid specifications, selection of campus construction contractors, consultants and oversight of campus construction crews. The incumbent must coordinate with the hospital’s leadership, State University Construction Fund, hospital administrators and various department heads/Managers within Stony Brook Medicine’s community.
Duties may include the following but are not limited to:
Daily supervision, leadership and management of project managers, in-house construction staff and SFE construction staff. Reviews project goals, quality of work, schedules and associated project costs to achieve completion of the project within time and monies allocated. Reviews time and attendance records and performs evaluation of employees following the associated union and hospital policies. Ensures staff development by scheduling pertinent training sessions for staff. Ensures that the staff follow the division’s policies and procedures. Responsible for the daily activities and overall progress of the code enforcement, staffing, onsite daily inspections, drawings review, code interpretation.
Participates in the Certificate of Need process i.e. provide CON assessment for new projects, develop construction timeline for start of construction, CON sanitarian site visit and construction completion date. Participate in the CON site visit and provides follow up on any plan of correction action items that are identified during the site visit.
Responsible for the development and maintenance of the construction schedule. Ensuring that construction materials are procured and available for construction as per the construction schedule. Oversight in the management and coordinate construction contracts in conjunction with the Procurement Department following NYS procurement guidelines.
Reviews and approves procurement paperwork, funding requests, requests for proposals, and requests for qualifications as required. Reviews outside contractor invoices for charges associated with the project as per the construction/design contract and schedule of values.
Ensures that project documents i.e. construction drawings, schedule, procurements, requests for proposals, vendor payments, requests for information, submittals, change in scope forms etc. are uploaded and maintained in Projectmates.
Provide a monthly activities report of projects to the Senior Project Director and Associate Director.
Participate in various meetings i.e. weekly construction meetings, hospital architectural meetings, ICRA meeting, department head meetings, use meetings and finance meetings to keep apprised of the hospital’s project priorities.
Oversight for all phases of construction including coordinating workers, materials and equipment and ensuring that specifications are being followed as per the project scope i.e. building requirements of the JCAHO, NYS Department of Health and state and local requirements.
Ensures that documentation is processed as per the department’s change in scope policy and procedure in the event that scope creep or user requests are initiated during the construction.
Ensures that as-builts and red-line documents are provided to Architectural Services for uploading into the ATG database.
Required: Evidence of academic success Bachelor’s Degree in engineering or construction management or equivalent with at least 10 years’ experience in coordinating new construction, renovations, alterations in a healthcare environment. In lieu of a degree, 12 years direct experience in managing new construction, renovations, alterations, in a large healthcare facility. (5) years of experience in the development and execution of construction project management. Candidate must also have at least five (5) years’ experience supervising construction staff/vendors. Must have the ability to manage and track all projects. Must be well versed in new construction, renovations and alterations, possess effective- communication skills verbal/written with vendors, user groups, high level leadership, design firms and construction contractors. Must be able to work independently with minimal supervision. The candidate must possess practical hands on experience in the fields of Infection Control, Fire Safety, NFPA, Joint Commission, OSHA and NYS DOH regulations, as well as codes and regulations governing health care facilities. Incumbent must apply the latest standards in construction project management and quality assurance. Computer literacy and experience with spreadsheet and project management programs are essential.
Preferred: Administrative and financial accountability. Working in a union environment. Twenty years experience in hospital construction and maintenance experience. This position manages the daily operation of major capital construction projects and renovation construction projects. Oversight of the departments planning, coordinating, administering, and exercising strategic and overall operational control over projects.
