Budget and Human Resources Officer

Position Summary

Assists in short and long term financial, personnel, and procedural planning for the Office of Admissions; implements decisions and manages physical facilities; manages all departmental-level Human Resources functions; serves as departmental liaison with MSU Purchasing, Employee Relations, other MSU entities, and external vendors; prepares and reviews research proposals and grant applications; analyzes departmental data, makes recommendations, and monitors and approves expenditures in order to plan and administer departmental budgets; reviews and approves all personnel actions in the section; designs and implements financial and personnel studies in order to assist in setting long-term financial and personnel objectives; researches and compiles information on costs, policies, procedures, and related operational needs in order to assist with projects and prepare reports and grant proposals; manages,coordinates, and/or promotes unit programs and/or operations of substantial impact to major administrative units; assists in the formulation of priorities for space and facility allocations; coordinates renovations and construction projects; supervises the issuance of keys and the maintenance of records in order to manage and administer the department's physical facilities.  

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business or a related field or a field which corresponds to the particular employing unit; three to five years of related and progressively more responsible or expansive work experience, in accounting, management, budget preparation, word processing, database, spreadsheet, and web page software; and/or in performing responsibilities closely related to the operational activities of the employing unit or an equivalent combination of education and experience.

Desired Qualifications

Proficiency with all facets of MSU Enterprise Business Systems including Kuali Financial,Business intelligence, Planning and Budgets, Compass, and SAP Human Resources system; understanding of MSU business procedures and accounting practices; understanding of Michigan State University Human Resources procedures.
