Associate Director of Systems & Loans

Job Description Summary:
The Associate Director is responsible for managing and processing many components in the life cycle of a financial aid applicant/recipient. This involves exercising professional judgment, and having a clear and comprehensive understanding of Federal Title IV regulations and system interfaces. This includes responsibility for automation of all financial aid efforts including the disbursement processing of approximately $150 million dollars of Federal, State, University aid, and approximately $4 million in private loan funds. The Associate Director position has direct authority to make financial aid commitments on behalf of the University.

Specific Duties:

The Associate Director serves as a business process expert and coordinator of all University functionality and system automation as required for by the OFA and executed through Ellucian’s Banner, both the University’s Financial Aid Management System (FAM) and the Student Information Systems (SIS), and Student Self-Service (MyLaVerne). Serves as a financial aid subject-matter and consultative resource to the Director of Financial Aid, Enrollment Management and the University on federal Title IV, state and institutional financial systems, technology and aid delivery matters directly impacting the financial aid office and auxiliary business areas including Admissions, Registrar, Student Success areas, Institutional Research).

Develops, coordinates and supports policies, procedures, systems and controls as necessary in light of changing and dynamic organizational needs, changes in federal and state regulations, and changes in institutional policies to promote the delivery of student-centered services and excellent customer service to the La Verne students and their families.

Contributes to Enrollment Management efforts and operations by implementing continuous Banner process improvement and aid awarding initiatives to recruit and retain students.

Provides expert knowledge and development of the Banner FAM for all OFA activities including reporting, analysis, automation, and processes including federal data importing and exporting, student eligibility coordination and student data groupings for track, package and budgeting and financial aid awarding and disbursement, funds management, satisfactory academic progress, and return of Title IV funds.

Interprets policy and reviews practices across the University, impacting the delivery of Financial Aid and recommend changes in systems practices to ensure compliant and consistent application, efficiency and effectiveness in business process design, high-quality service delivery to students, and alignment with the University mission and resources.

Supports financial aid related compliance activities including the development, documentation, systems development of financial aid policies and procedures for federal and state verification and needs analysis, packaging of federal, state and institutional aid, Satisfactory Academic Progress and the Federal Return of Title IV Assistance and federal and state aid reconciliation.

Ensures compliance with Banner workflows and “jobs” in accordance with ULV financial aid practices and banking rules for programs with federal, state, university, agency, and donor laws, regulations and all related policies.

Supports the Director in compliance reviews and audits, federal, state and third party data collection requests and reporting.

Provides leadership, fiduciary, processing and compliance oversight in the administration of the Federal Direct Loan, institutional loans and private loan programs. Provides leadership, fiduciary, processing and compliance oversight in the management of Financial Aid disbursement and disbursement reconciliation efforts. Provides leadership and technical oversight in the coordination of merit and need based awarding in accordance with university defined award rubric, coordinate data extraction efforts with Enrollment Management.

Serve as the Office of Financial Aid designated federal data base administrator, OFA systems administrator.

WEBGRANTS, COD, EDconnect, CPS, Banner and other technologies to carry out responsibilities.

Diagnoses difficulties with data exchange and transformation and develop/recommend solutions. Tests system upgrades and patches prior to deployment; manage annual award year setup and parameter roll.

Acts as a liaison between functional and technical organizations on campus in a way that fosters communication and project success, including Admissions, Admissions Processing, Student Accounts, Registrar’s Office, and University IT Department.

Works independently and apply a high degree of ingenuity in solving data-related issues that will impact faculty, staff, students and other campus departments.

Develops and prepare ongoing, periodic, automatic, and ad hoc reports, queries, statistics, and summaries; balance multiple requests for service which may be subject to conflicting and pressing deadlines.

Provides oversight for the review and analysis of operational statistics, reports and other data including FISAP, IPEDS and GE reporting and annual audits and ad-hoc reviews.

Investigate, propose and implement Banner generated enhancements in communicate efforts related to the student’s aid application and award letter notification using a variety of channels including Banner Self Service, Cegment Award Letters; automate efforts using scheduling tools available.

Ensures accurate and timely processing of all loan programs, including federal, state, institutional, campus-based, and private loans; maximize automation of Banner/COD loan program management.

Provides oversight of all loan processing including, fund draw-downs, reporting of Federal and Private loan reconciliations on a monthly, semester and annual basis.

Supports the withdrawal and transfer monitoring processes (operationally) in an effort to enhance compliance activities.

Supports Director in collecting data for consumer information in accordance with federal guidelines.

Minimum Qualifications:

7 years experience: Successful leadership, effective management, and a proven track record of developing and leading strong working teams through the implementation of best practices and customer service focused processes. The ability to manage multiple competing priorities and to work with several constituencies required as is a history of active engagement with and participation in regional and national professional organizations under the areas of financial aid. Must be able to demonstrate excellent research, analytical, critical thinking, and interpersonal, oral and written communication skills. Must be able to work well with all levels of employees, be flexible in nature, and have sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team to the broader organization.

7 years experience: Knowledge and experience in working with federal, state, and institutional programs in a highly regulated environment, a commitment to statutory and regulatory compliance, and expert knowledge of policies, regulations, and practices for awarding financial aid, including needs analysis and packaging. Working knowledge of Title IV regulations and ability to learn and provide similar guidance to other relevant regulatory areas as they apply to business practices within financial aid and enrollment management. Ability to interpret and explain regulation to University leadership and colleagues.Experience redesigning policies and procedures and implementing new business practices in multiple unit areas simultaneously to leverage emerging technology with improved student services. Detail-oriented with strong organizational and problem-solving skills, and able to manage and meet deadlines.

7 years experience: In-depth experience with technology in higher education ERP systems and the ability to work collaboratively with university technology staff. Proficiency with data management and reporting tools (Business Objects, advanced Access, advanced Excel SQL, SQL+ scheduler). Experience working with student information systems or similar enterprise data systems within a complex business environment is preferred. Experience with financial aid software (Banner COD, ELM, EDconnect) .

7 years experience:Experience making data driven decisions, which requires strong analytical skills to monitor unit functions and implement continuous process improvement plans to support strategic campus-wide planning. Expert quantitative analysis skills and skill and experience in project management and organizational effectiveness required.Must have a passion for excellent customer service and commitment to exceptional quality.
