We are currently seeking a Budget Contract Compliance Manager who will advance the institution's proud tradition of excellence in academics, student life and community service.

The Opportunity

Your mission: In this role, you'll manage the staff, processes and procedures that support contract and fiscal compliance for all Adult Education and Literacy (AEL) programs.

Your work: Highlights
You'll lead budget administration and processes for all Adult Education programs, including Adult High School, Alternative Teacher Certification and Corrections. In collaboration with program directors, you'll develop, evaluate, monitor and report spending patterns and make adjustments as needed. You'll confirm expenditures by program for quarterly and annual state reporting, and implement and monitor a reimbursement process with HCCS, state and federal regulations. Building and maintaining positive working relationships with HCC leadership and with community organizations, city, state, county and federal agencies, will greatly assist you in achieving AEL contract and fiscal compliance goals. You'll monitor the operation and delivery of technical support provided to contracting agencies in Adult Education Grant-Funded Programs, ensuring compliance with program and fiscal guidelines. You'll negotiate, develop, monitor and report budgets and allowable expenditures with subcontracting agencies, and assist with the fiscal component of onsite evaluations of the various subcontracting agencies. Working with Staff Development, you'll track required staff in-service hours for community-based organizations to remain eligible for reimbursement.
Finally, you'll participate in writing grant proposals.

    Bachelor's degree required. Eight (8) years of directly related experience may be substituted for education requirement.

    Minimum of three (3) years experience in program planning, implementation, budget development, and evaluation required.

    Three (3) years experience in accounting with federal funds.

    Ability to work in a fast paced environment with multiple concurrent assignments

    Ability to identify work priorities and function with little supervision

    Ability to communicate effectively with all levels of management

    Ability to work with diverse populations and with community-based organizations
