Position Summary: The MEASURE Evaluation Project in the Carolina Population Center (www.cpc.unc.edu) at the University of North Carolina at Chapel Hill is a large international project funded by the U.S. Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision-making. Within CPC, all technical and financial oversight of USAID funded projects are managed out of the MEASURE Evaluation Project. General responsibilities for the Research Associate-Associate Director of Project Management include: developing and reviewing research protocols with the senior staff; preparing reports on the status of research studies and other activities; structuring fiscal and management systems to ensure the success of MEASURE's research initiatives; maintaining regular contact with the USAID/Washington and field mission offices for purposes of project planning, fiscal management, and evaluation of research progress; visiting and working with field missions and in-country counterparts (such as Ministries of Health or social services and/or non-governmental social or health organizations); working with UNC's Office of Sponsored Research to draft subcontracts that clearly define the subcontractor's role in the research project and ensures that it has sufficient (but not excessive) funds to complete its tasks; creating training modules and hands on activities for research and project planning; and supervision of the administrative, travel, contractual, financial, and HR functions of the project. The Associate Director will work closely with principal investigators and the donor agency to facilitate compliance and financial reporting and communications with all partner, in-country implementers and UNC staff. The Associate Director will work under the guidance of and report to the MEASURE Evaluation Project Director. The position will be housed at UNC-Chapel Hill and could require up to 20% business travel per year.

Education Requirements: A masters' degree in business or public administration and at least five years' experience in a majority of the principal functions is required. Will accept a relevant undergraduate degree and 3 or more years of relevant job experience in substitution of a masters' degree.
Qualification and Experience: Basic understanding of M&E principles required. Demonstrated skills in M&E frameworks, indicator development, systems development and report writing preferred. Experience working with USAID funded projects is required. Proven ability to work effectively with both funding agencies and with national and local personnel. Excellent interpersonal and organizational skills. Excellent written and oral communication skills. International experience in developing countries required. Availability and interest in working, internationally, in developing countries and ability to travel internationally up to 20% time annually.
