PROCUREMENT MANAGER D
Duties: Reporting to the Facilities & Real Estate Services (FRES) Controller and in collaboration with Business Services Procurement will be responsible for end to end procurement management. The Procurement Manager will drive procurement value to FRES through developing and implementing sourcing strategies for construction, maintenance, architecture, engineering and other facilities related equipment, supplies and services that optimize customer needs, obtaining the best cost and delivering best in class contracts. Responsibilities include preparation and analysis of commodity spends, rapid development of supplier agreements, identification of potential strategic suppliers, negotiation of formal contracts and timely review of all facilities related purchase orders and supplier contracts. These formal contracts need to contain general terms and conditions, as well as, specific terms to ensure competitive pricing. In collaboration with the appropriate Executive Director and operational personnel the Procurement Manager will facilitate advisory team members to prioritize opportunities, recommend alternative procurement methods, evaluate vendors, inclusive of bid and award success rate; and assist with the administration of the contractor pre-qualification process. This position will take the lead in all competitive bidding activities, including preparation and execution of the RFx/bid events, service innovation, identify, track and record cost savings in accordance with the department cost savings criteria, develop and implement supplier performance and quality management programs, participate in economic inclusion and diversity supplier initiatives and promote sustainable purchasing best practices. This position will collaborate with the contract accountant responsible for data entry of purchase orders that are in compliance with procurement financial policies and the timely and accurate processing of contract billing.
Qualifications: Bachelor's Degree in business, finance or related field and at least 5 to 7 years of demonstrated experience negotiating, evaluating and providing strategic procurement services; or an equivalent combination of education and experience required.
Substantial experience negotiating and critically evaluating legal contracts, with demonstrated ability to develop, implement and enhance preferred supplier programs.
Demonstrated experience with electronic Procure-to-Pay (Oracle preferred) and eProcurement bidding tools (IASTA preferred); Microsoft Office, PowerPoint, data management and reporting tools.
Experience leading cross functional sourcing and project teams to ensure timely supply of products and services, while meeting cost containment objectives.
Excellent communication, analytical, relationship-building, planning and presentation skills.
Knowledge of and support for environmentally preferred purchasing strategy; LEED or similar certification highly regarded.
