Budget and Planning Administrator

Position Summary

The College of Engineering is seeking an individual to serve as the Budget and Planning Administrator; reports to the dean; ensures that fiscal, personnel and administrative activities enhance and align with the strategic initiatives and direction of the College. The position plays an important role in the mission of the college; directs and manages the financial operations and fiscal activities of the college, including the planning and budgeting process, raise process, and resource utilization; prepares annual planning and budgeting allocations; facilitates and supports the financial decision making process of the dean; consults and collaborates with unit administrators on budget planning and processes; directs the analysis and interpretation of financial reporting; provides leadership and expertise to unit staff responsible for budgeting, identifying, and allocating resources; addresses financial difficulties, challenges and opportunities; monitors and ensures adherence to policy and procedures; reviews academic and non-academic personnel forms; serves as a member of the dean’s senior leadership team; works with the human resources administrator to counsel and make recommendations to unit administrators and staff on union contract interpretation, performance management, employee relations, and workplace issues; supervises, trains,develops, and evaluates fiscal officers and direct reports; serves as a college security administrator.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience.

Desired Qualifications

Bachelor’s degree in accounting, business, or related field; CPA or advanced degree not required but a plus; experience as a budget/financial manager in a higher education college or university; experience with academic and non-academic human resources, personnel management, and supervision of support staff;demonstrated excellence in communication, organizational, and interpersonal skills; ability to interact with varied constituents in a timely, courteous,and professional manner; ability to handle multiple tasks, details, and prioritize work; familiarity with SAP HR/Payroll, Kuali Financial Systems, and Cognos Business Intelligence reporting; experience with Microsoft Office Suite including Word, Excel, Access, PowerPoint; demonstrates a work orientation that includes problem solving, teamwork, and adaptability to change; ability to focus on service and continuous learning for self-improvement; understanding of and appreciation for the mission of the college.
