	Project Portfolio Manager
St. Edward's University invites applications for the position of Project Portfolio Manager. This new position reports to the Associate Vice President for Digital Effectiveness within the Office of Information Technology (OIT). The Project Portfolio Manager works closely with OIT's leadership team to oversee the enterprise portfolio of project proposals and approved projects. He or she monitors the status of the portfolio and of each project within the portfolio, and regularly updates the OIT leadership team and other important groups. The Project Portfolio Manager provides collaborative leadership in the identification and development of standards with respect to project management tools, techniques, processes and procedures. He or she champions established standards and provides relevant advice and support to project managers, project sponsors and others. The Project Portfolio Managers plays a critical role in OIT's effort to effectively manage the fast growing demand for technology and technology services, and to maximize the organization's contribution to the university community.

Essential Functions:
    	
  • Provide collaborative leadership in the development of governance tools, templates, guidelines, procedures and processes including project intake, approval, prioritization and evaluation
  • 	
  • Provide senior leadership with tactical and strategic advice on IT governance, project management methodology and project management issues
  • 	
  • Champion the use of appropriate project management tools, methodologies and all related processes and procedures
  • 	
  • Provide support and assistance to OIT project stakeholders with respect to project management methodology, project prioritization methodologies, best practices and IT governance
  • 	
  • Coach and mentor project managers and sponsors in relevant processes and procedures and in the use of project management tools
  • 	
  • Work closely with executive leadership to oversee the enterprise portfolio of OIT project proposals and approved OIT projects
  • 	
  • Maintain a master inventory of all enterprise project proposals and active OIT projects; ensure timely and accurate updates
  • 	
  • Review and evaluate project plans to improve clarity, consistency with project management guidelines and practices, and inter-departmental communication; recommend changes to improve likelihood of project success
  • 	
  • Monitor projects in the portfolio (including but not limited to milestones, schedule, budget, resources, risks, issues, dependencies) and update senior leadership on the status and health of the OIT portfolio of projects
  • 	
  • Escalate issues and concerns to appropriate entities; facilitate inter-departmental and inter-project communication to support troubled projects, resolve issues and manage risks
  • 	
  • Recommend actions and plans to resolve project problems and to improve project performance related to timeline, budget and objectives
  • 	
  • Communicate the status of OIT projects and the enterprise portfolio of OIT projects to senior organizational and university leadership through presentations and the production and distribution of appropriate reports
  • 	
  • Ensure effective communication with project sponsors, project managers, functional and resource managers, and other stakeholders; provide collaborative leadership in managing the expectations of these groups
  • 	
  • Track the assignment of human resources to projects within the portfolio; aid senior leadership in the critical effort to align project schedules with the human resources available within OIT; identify human resource contention and limitations
  • 	
  • Liaison with those conducting project portfolio management at the broader university level and within other administrative units
  • 	
  • Manage projects and programs as assigned
  • 	
  • Maintain understanding of contemporary project management methodologies and practices

Qualifications:
    	
  • Demonstrated experience overseeing a large portfolio with many concurrent projects; experience managing portfolios including large scale software deployments, hardware deployments and the installation of sophisticated information technology in the context of construction projects is preferred
  • 	
  • Demonstrated experience effectively communicating with a wide range of stakeholders in the context of project portfolio management
  • 	
  • Experience with enterprise tools for project portfolio management; experience maintaining inventories of project proposals and projects
  • 	
  • Deep understanding of standard project management methodologies, the software development life cycle, the software life cycle and the product life cycle
  • 	
  • Demonstrated experience with complex planning and change management
  • 	
  • Ability to articulate a clear vision for the OIT project portfolio to a wide range of constituencies
  • 	
  • Ability to mentor and contribute to the professional development of others within a matrix organization
  • 	
  • Strong leadership and organization skills; proven ability to manage time and priorities, ability to manage complex projects and tasks with attention to detail; demonstrated ability to effectively lead cross-functional teams
  • 	
  • Strong oral and written communications skills; demonstrated ability to communicate effectively with colleagues with different areas and levels of technical expertise; political skills necessary to effectively represent OIT in complex contexts
  • 	
  • Self-motivation and self-direction; ability to work effectively in a team environment; willingness to take direction; ability to participate in group planning processes; ability to prioritize and coordinate multiple assignments, initiatives and priorities; ability to meet deadlines
  • 	
  • Demonstrated ability to synthesize disparate information of multiple types from multiple sources; ability to formulate complex strategies based upon this synthesis; ability to implement complex strategies
  • 	
  • Strong familiarity with a broad range of information technology concepts—especially those concepts associated with networking, enterprise information technology infrastructure, identity management, and instructional technology)
  • 	
  • Bachelor's degree in Business, Information Systems, Computer Science or related field is required; an advanced degree in a relevant discipline is preferred
  • 	
  • PMP certification, certification in Agile Methodologies (PMI-ACP or other industry standard certification) are preferred
  • 	
  • Experience with ERP applications in higher education strongly preferred
  • 	
  • Understanding of higher education business practices preferred
  • 	
  • Familiarity with technologies that support teaching and learning preferred
