Project Proposals and Budgets
Attend meetings for the discussion and preparation of budgets and proposals with a CEC or Safety Surveillance component. Prepare and submit budget bids for new proposals, based on DCRI cost model and project requirements. Review budgets, bids, and proposals updated by Strategic Business Development personnel with departmental operational and faculty leadership in a timely fashion and approve updates or return comments. Prepare written drafts of business proposals and operational plans,with respect to CEC and Safety Surveillance components, and reflective of budget assumptions, for review and approval by departmental operational and faculty leadership. Compare,adjust, and defend internal budgets against sponsor proposed budgets. Map DCRI budget to sponsor scope and pricing formats, when required. Gather units and metrics from Project Leaders to prepare and justify out-of-scope pricing. Provide recommendations for adjusting and updating the DCRI pricing model, proposal text and capabilities slide sets to reflect the current work of the CEC and Safety Surveillance groups. Evaluate the cost/benefit of new budget initiatives and potential changes in processe. Track and maintain proposal text and attachments (relevant emails,slide sets, protocols, etc.) Create and maintain a metrics database of completed proposals. Oversee process of monthly forecasting of projects. Conduct meetings with individual staff to accomplish forecasting of complex projects.

Oversight of CEC/Safety Faculty Management
Onboarding and training of new reviewers/medical monitors. Payment and invoicing for faculty and fellow reviewers in CEC and Medical Monitors in Safety Surveillance. Initiation of contracts for new external faculty reviewers. Tracking and reporting of faculty/fellow payments, as well as onboarding documents,such as CVs, training records, COI and financial disclosures.

Oversight of CEC/Safety Vendor Management
Payment and invoicing to external vendors in CEC and Medical Monitors in Safety Surveillance. This includes vendors for database, translation and contract staff. Initiation of contracts for new contract staff. Assist Project Leaders with project specific vendor contracts Tracking and reporting of vendor invoicing and contracting.

Employee Management and Development
Manage staff assistants, staff specialists and administrative coordinators in accordance with the organization's policies and applicable regulations. Responsibilities include planning, assigning, and directing work, appraising performance and guiding professional development; rewarding and disciplining employees; addressing employee relations issues and resolving problems. Provide coaching and mentoring to employees around faculty management and payments, as well as vendor invoicing and tracking finance. Obtain and provide regular feedback to employees from other project team members and key stakeholders to assist in personal and professional development. Identify skill and competency gaps at the individual team member level and work to craft development plans that will close the gaps. Assist in identifying and recruiting CEC and Safety Surveillance staff, including but not limited to staff assistants, staff specialists and administrative coordinators. Perform other related duties incidental to the work described herein.

REQUIREMENTS AND SPECIFICATIONS
Education: Work requires a general business background generally equivalent to a bachelor's degree in a business related field.

Experience: Work requires 4 years related business or administrative experience to acquire competence in applying general personnel practices, accounting and budgeting principles and coordination of major administrative functions. Strongly prefer 2 years related clinical trials research experience to include proposal and budget development experience.
