Under the direction of the UITS Director of Budget and Finance, the Fiscal Manager of the UITS Business Office will be responsible for assisting with the oversight of financial services, budget preparation and implementation, and monitor and evaluate operations for compliance and efficiency.

The successful candidate will have a well-rounded set of financial and administrative skills as well as personnel management experience. This position requires excellent problem-solving skills and experience with budgeting, bookkeeping and billing software systems. The incumbent must work well with customers, vendors, peers and management and must have the ability to work independently as well as in a team environment. Duties and Responsibilities
  • Assists with the annual budgeting and planning process. Prepares timely budget projections and analyses, analyzes fiscal impact of various policy options and/or new programs; makes recommendations to improve efficiency and budget utilization; monitors approved budget and authorizes expenditures, within broad guidelines and prepares financial reports according to State, Federal, University and Department requirements.
  • Supervises, trains and evaluates Business office staff; determines work assignments and work schedules; responsible for the proper management, hiring, evaluation, training and promoting for all personnel in the UITS Business Office.
  • Designs, implements and monitors accounting systems and related processes for all departments within the division and assures adherence to sound accounting principles; supervises billing of accounts receivable, follows up to insure collection of accounts and is responsible for the accurate accounting and deposit of monies in accordance with University and State regulations.
  • Manages the purchasing activities for the department/unit including preparing and executing purchase and other agreements in accordance with University and State regulations.
  • Establishes internal operating procedures and makes changes as needed to improve efficiency and/or effectiveness; performs office management duties, directs the workflow and supervises the processing of administrative and personnel paperwork and is responsible for the maintenance of department/unit files.

Minimum Qualifications
  1. Bachelor's degree in business, accounting or related field
  2. At least three years of experience in a position with financial accountability and/or financial analysis
  3. Progressively responsible experience in a supervisory capacity with oversight of revenue collection, accounting, budgeting, bookkeeping and personnel management
  4. Demonstrated ability to identify and resolve problems efficiently, effectively, and independently
  5. Excellent interpersonal skills, attention to detail and the demonstrated ability to successfully interface with administrators and staff at all levels

Preferred Qualifications
  1. Master's degree in business, accounting or related field
  2. Familiarity with State fiscal procedures
  3. Fiscal experience at a college or university
  4. Experience utilizing, upgrading and programming billing software
  5. Relevant professional certifications
