General Summary Analyze, design, implement, and maintain systems and applications. Assist in the analysis, development, and maintenance of complex projects; and serve as project leader for designated systems and applications.

Principal Duties and Responsibilities: Develop program specifications and review them with users or design team to ensure that requirements are met.

Develop succinct programming code that is logical, and optimizes systems resources and meets user requirement.

Work with user to test and debug programs.

Write documentation to provide user support for new or modified systems and production/operations procedures.

Consult with users or design team to identify and document software/system purpose, work flow issues, output needs and to determine overall system requirements and specifications.

Maintain and support assigned systems to minimize downtime and loss of productivity and service.

Analyze system and application needs; determine and evaluate alternative solutions and approaches to meeting those needs; and select the optimal technology solution.

Develop specifications and requirements for the optimal integration of systems and equipment and evaluate requirements against available systems.

Design user friendly interfaces to systems, applications and databases.

Recommend modifications to third party software to meet user needs.

Evaluate and enhance the efficiency of existing Intranet systems in meeting current and future user needs.

Install new, modified or third party software releases and/or updates.

Evaluate and supplement vendor-supplied documentation for third-party software.

Conduct feasibility studies.

Evaluate the procurement of third party software and troubleshoot new software installations.

Design fully integrated systems that may include applications, databases, networks, and related systems.

Act as a software vendor liaison.

GRADE: 10 Qualifications: Expert knowledge level of:

-Systems and website development and analysis;

-Systems integration, including operating systems, applications, networks, databases, distributed systems, and client serer technology;

-Data structure design, relational database design, and file structures;

that is typically acquired through a Bachelor's Degree in Computer Science, or related field, is necessary.

A minimum of five years of experience in web programming and analysis is required.

Expert knowledge of industry standard web applications development languages and tools is necessary.

Expert knowledge of systems analysis and design is necessary.

Supervisory or significant project management experience is necessary.
