Job Description Summary:

Grants and Contracts Accounting Services (GCAS) is located within the Office of the Comptroller under the GW Finance Division. The office prepares, submits, and negotiates the university's facilities and administrative (indirect cost) and fringe benefit rates with the federal government and has the primary responsibility for establishing policies and procedures that will ensure compliance with government regulations. GCAS is responsible for: the preparation and filing of financial reports, the issuance of invoices, the review of new awards and award modifications, the draw of government funding under Letters of Credit, and the collection effort on behalf of the research community to ensure that payment is received. Additionally, GCAS completes a Risk Assessment review on all potential GW subrecipients.

The Project Manager, Financial Systems reports to the Associate Director, Strategy and Implementation and works under minimal supervision to provide skilled business process analysis, financial analysis, and project management solutions and services to support the business requirements of the GCAS group. As a professional staff member of Grants and Contracts Accounting Services, the Project Manager, Financial Systems helps manage the implementation of ideas generated by other GCAS team members. The position requires organization, leadership, analysis and judgment along with attention to detail, adherence to deadlines, and ability to manage projects in adherence to project management life cycle standards.

The main duties of the position are:

Manages multiple projects that have varying degrees of complexity, duration, and roles. Maintains projects within scope, timeline, and resource constraints identified in project charters.

Interprets, evaluates, interrelates research data, and develops integrated business analyses and projections in support of the strategic financial projects while ensuring key internal controls are maintained or improved.

Analyzes and writes user functional requirements and leads the development and implementation of strategies for information technology projects that benefit Grants and Contracts Accounting Services.
Performs systems queries using SQL and/or PL/SQL and generate reports using tools such as Oracle, Cognos, Tableau, MS Office Suite, Google and/or similar products.

Consults with staff and management on business needs and areas for process improvement and deploys project management life cycle approaches using a variety of formal and informal tools.

Assures that all assigned projects adhere to established milestones and completion dates, University policies and procedures, and fulfill the goals and objectives of the department and the University.

Serves on committees, as assigned.

Enhances professional knowledge and skills by attending training sessions, workshops, and/or seminars, and reviewing published literature for regulatory updates and best practices.

Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Bachelor's degree in an appropriate area of specialization plus 2 years of relevant professional experience. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Required Licenses/Certifications/Posting Specific Minimum Qualifications: Preferred Qualifications:

A Bachelor's degree in Accounting, Finance, Business Administration, Computer Science, Management Information Systems or an equivalent combination of training and experience.
Project Management Professional (PMP) certification or the desire to pursue PMP certification is preferred.
2-3 years focused on of maintaining complex financial systems and performing tasks as managing projects, writing business requirements, developing process flowcharts, analyzing, controlling and maintaining financial information, recommending new or improved methods of controlling, maintaining and reporting and recommending and administering new and/or improved policies and procedures.
Strong interpersonal, communication, and organizational skills.
At least one (1) year working with Oracle Financial Applications software is highly desirable.
Familiarity with Research Administration is highly desirable.
Previous experience within a University environment is preferred.
