Primary Function of Organization Unit: Distance Education and Learning Technology Applications (DELTA) role within the Office of the Provost is to foster the integration and support of learning technologies in NC State's academic programs, both on the campus and at a distance. We coordinate the funding and production of all distance-based credit programs and courses for the university, and promote high-quality education by extending the reach of the faculty and collaboratively applying expertise in technology and pedagogy in an efficient, effective, and service-oriented environment.

Essential Job Duties: Leadership and administrative responsibility for the university's online and distance education programs, including new and developing program support, participation in program review and approval processes, enrollment planning and funding models, and administrative oversight. Management of services provided to online and DE programs, faculty, and students either by direct supervision of service providers or by collaborative efforts with other campus and DELTA units that provide testing services, advising, enrollment, financial, mentoring, library, technology support, disability accommodation, and other services to ensure an optimal educational environment and ongoing support for online and distance learners. - Lead the Online and Distance Education management team who provide support and services for Online and DE Administrative Services, DELTA Testing Services, Flexible Access Credit Courses program, Planning and Assessment, the Online and Distance Education web site, faculty and student resources and support services for all online and DE programs. Proactively seek means to streamline operations and provide economy of scale wherever feasible. - Serve as a member of the DELTA senior leadership team, actively participate in the strategic planning and direction for the organization and its financial, programmatic, and organizational planning and oversight. - Collaborate with the Associate Vice Provost for Academic Technology Innovation to oversee DELTA day-to-day operations and contribute to projects that require sharing of information and resources across DELTA units (e.g. planning and assessment and support services for online and Distance Education programs. - Work closely, collaborate, and actively plan with the Associate Vice Provost for Marketing and Partnership Development on sharing and leveraging appropriate staff in support of all marketing, online and DE program student recruitment, branding and communication efforts including website development and support. - Provide leadership for the timely development and implementation of new online and DE programs and initiatives that meet an unfilled need and are aligned with the university's strategic goals and local, state, and national workforce development trends. - Lead online and distance education initiatives by working with faculty, academic departments, college leadership, and extension and engagement units to build strong, collaborative relationships with effective channels of communication. - Communicate with online and distance education program leaders to provide updates and information on policies and procedures, budgets, enrollment management, and other matters related to online and distance education. Convene regular meetings of program leaders to involve them in decision-making processes and to provide a forum for discussion of issues pertinent to their program administrators, faculty, and students. - Coordinate online and distance education program enrollment planning activities for the university, compiling projections by program for each biennium, reviewing projections in the overall university context of enrollment growth and collaboratively work with the Associate Vice Provost of Marketing and Partnership Development to evaluate market demand for online and DE programs, adjusting projections based on budget allocations, and processing biennium second year enrollment adjustments through the university review processes. Ensure that college and program leaders are involved throughout the multiple steps of these processes, and that communications of timelines, deadlines, and changes are conveyed appropriately. - Ensure compliance with Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), U.S. Department of Education, State Authorization Reciprocity Agreements (SARA), UNC-General Administration (UNC GA) and other regulatory entities, fostering best practices for quality assurance measures and outcomes. Facilitate Distance Education compliance with accreditation guidelines, off-campus site requirements, substantive change criteria and review, and participate in campus-wide SACSCOC Five Year review and 10 year reaffirmation reporting. - Manage budget, operations, and personnel functions for DELTA's Online and Distance Education unit, in consultation with DELTA's Business Office, following North Carolina, NC State University and DELTA policies and procedures. - Provide guidance in the assessment of online and DE courses and programs in terms of enrollment trends, quality measures and outcomes, retention and attrition rates, cost effectiveness, and other information relevant to strategic planning and evaluation processes. - Facilitate teamwork among DELTA staff and maintain collegial relationships with faculty, administrators, and students.

Minimum Education/Experience: - Earned doctorate and 8 or more years of experience in planning, implementing and/or supporting online and distance education initiatives in a research-extensive university setting - Experience in enrollment planning, forecasts, and projections for online and distance education programs in a university context - Supervisory experience for multiple unit leaders in an academic setting - Budget and purchasing experience in an academic setting - Demonstrated experience in working collegially and effectively as a team leader in a highly collaborative, team oriented environment

Department Required Skills: - Proficiency in written and verbal communications - Proficiency with computer technologies, software, and applications - Proficiency in creating and interpreting spreadsheets, including data analysis and presentation - Working knowledge of content management systems, lecture capture systems, and other commonly used educational technologies

Preferred Experience, Skills, Training/Education: - Experience in assessment strategies and working knowledge of best practices for measures and outcomes in an academic setting. - Experience with online and distance education program web site utilization, as a primary vehicle for student recruitment, program information, student support services, and regulatory compliance for online and distance education programs. - Experience in utilizing an integrated array of instructional technologies, including learning management systems, internet-facilitated learning environments, digital media, and various approaches to the use of technology in an academic setting.
