Duties: The principle duty of the Business Manager is fiscal accountability for the Department of Biomedical Sciences. Financial oversight includes the Penn Vet Cancer Center and the Transgenic Core Facility. Maintain the Department's operating budget and oversee daily fiscal operations. These tasks include the development and monitoring of all budgets into the university's Hyperion Planning system, preparation of fiscal projections, monitor on-line purchasing and monthly PROCARD activity, screen and approve all expenditures, review and verify all activity for accuracy and compliance, perform 1budget reallocations, as needed, prepare and process journal entries. Prepare regular financial reports including forecasts and strategic planning for the chair of the department. Communicate policies and procedures to the faculty and staff.

Responsible for overseeing all grant and contract pre-award and post-award functions within the Department of Biomedical Sciences (total 10.0M) including the Penn Vet Cancer Center in conjunction with the department business administrator. Responsibilities including but not limited to processing proposals via PennERA, budget support, progress reports, problem recognition, analysis and resolution during all phases of the grant cycle. Responsible for Pre Reviewing and Post reviewing all effort reports. Exercise resource stewardship to ensure compliance with related policies and procedures for both standard university transactions along with federal grant transactions. Prepare and analyze monthly reconciliation reports for Principal Investigators, monitor and communicate spending patterns and account surpluses/deficits and process subcontracts and sub-award requests. Responsible for the supervision of a Business Administrator.

Qualifications: Bachelor's degree and 5 to 7 years of experience in accounting with a minimum completion of basic accounting course or an equivalent combination of education and experience required.

Appropriate accounting and training in University's training in University's Ben Financials and Business Object experience preferred; strong verbal and written communication skills required. Strong knowledge of and demonstrated competency with Information systems, including most applications in Microsoft Suite, word processing, spreadsheets, the Internet and business applications such as the University Research Administration and Accounting systems. A strong knowledge of and demonstrated competency with compliance issues related to the management of both federal and non federal sponsored research. Must be initiative and self starter capable of working with a diverse constituency, capable of being flexible and energetic while meeting strict deadlines.
